authorized, $30,890,000, to remain available 12 until September 30, 2021. 13 EMBASSY SECURITY, CONSTRUCTION, AND MAINTENANCE 14 For necessary expenses for carrying out the Foreign 15 Service Buildings Act of 1926 (22 U.S.C. 292 et seq.), 16 preserving, maintaining, repairing, and planning for real 17 property that are owned or leased by the Department of 18 State, and renovating, in addition to funds otherwise avail- 19 able, the Harry S Truman Building, $781,562,000, to re- 20 main available until September 30, 2024, of which not to 21 exceed $25,000 may be used for overseas representation is designated by the Congress for 6 Overseas Contingency Operations/Global War on Ter- 7 rorism pursuant to section 251(b)(2)(A)(ii) of the Bal- 8 anced Budget and Emergency Deficit Control Act of 1985. 9 EMERGENCIES IN THE DIPLOMATIC AND CONSULAR 10 SERVICE 11 For necessary expenses to enable the Secretary of 12 State to meet unforeseen emergencies arising in the Diplo- 13 matic and Consular Service, as authorized, $7,885,000, to 14 remain available until expended, of which not to exceed 15 $1,000,000 may be transferred to, and merged with, funds 16 appropriated by this Act under the heading ‘‘Repatriation 17 Loans Program Account’’. 18 REPATRIATION LOANS PROGRAM ACCOUNT 19 For the cost of direct loans, $1,300,000, as author- 20 ized: Provided, That such costs, including the cost of 21 modifying such loans, shall be as defined in section 502 22 of the Congressional Budget Act of 1974: Provided fur- 23 ther, That such funds are available to subsidize gross obli- 24 VerDate Sep WASHINGTON, DISTRICT OF 6 COLUMBIA 7 Not to exceed $1,806,600 shall be derived from fees 8 collected from other executive agencies for lease or use of 9 facilities at the International Center in accordance with 10 section 4 of the International Center Act (Public Law 90– 11 553), and, in addition, as authorized by section 5 of such 12 Act, $743,000, to be derived from the reserve authorized 13 by such section, to be used for the purposes set out in 14 that section. 15 PAYMENT TO THE FOREIGN SERVICE RETIREMENT AND 16 DISABILITY FUND 17 For payment to the Foreign Service Retirement and 18 Disability Fund, as authorized, $158,900,000. 19 INTERNATIONAL ORGANIZATIONS 20 CONTRIBUTIONS TO INTERNATIONAL ORGANIZATIONS 21 For necessary expenses, not otherwise provided for, 22 to meet annual transmit to the Committees on Appropriations the most 9 recent biennial budget prepared by the United Nations for 10 the operations of the United Nations: Provided further, 11 That any payment of arrearages under this heading shall 12 be directed to activities that are mutually agreed upon by 13 the United States and the respective international organi- 14 zation and shall be subject to the practicable), the Committees on Appropria- 18 tions are notified of: (1) the estimated cost and duration 19 of the mission, the objectives of the mission, the national 20 interest that will be served,
