A BILL
To amend the Public Health Service Act to provide for
behavioral and mental health outreach and education
strategies to reduce stigma associated with mental health
among the Asian American, Native Hawaiian, and Pa-
cific Islander population.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββStop Mental Health

Stigma in Our Communities Actββ.

Part D of title V of the Public Health Service Act
5
(42 U.S.C. 290dd et seq.) is amended by adding at the
6
end the following new section:
7
ββSEC. 553. BEHAVIORAL AND MENTAL HEALTH OUTREACH
8
AND EDUCATION STRATEGIES.
9
ββ(a) IN GENERAL.βThe Secretary, acting through
10
the Administrator of the Substance Abuse and Mental
11
Health Services Administration, shall, in coordination with
12
advocacy and behavioral and mental health organizations
13
serving populations of Asian American, Native Hawaiian,
14
and Pacific Islander individuals or communities, develop
15
and implement an outreach and education strategy to pro-
16
mote behavioral and mental health and reduce stigma as-
17
sociated with mental health conditions and substance
18
abuse among the Asian American, Native Hawaiian, and
19
Pacific Islander populations. Such strategy shallβ
20
ββ(1) be designed toβ
21
ββ(A) meet the diverse cultural and lan-
22
guage needs of the various Asian American,
23
Native Hawaiian, and Pacific Islander popu-
24
lations; and

ββ(B) ensure such strategies are develop-
1
mentally and age appropriate;
2
ββ(2) increase awareness of symptoms of mental
3
illnesses common among such populations, taking
4
into account differences within subgroups, such as
5
gender, gender identity, age, sexual orientation, or
6
ethnicity, of such populations;
7
ββ(3) provide information on evidence-based, cul-
8
turally and linguistically appropriate and adapted
9
interventions and treatments;
10
ββ(4) ensure full participation of, and engage,
11
both consumers and community members in the de-
12
velopment and implementation of materials; and
13
ββ(5) seek to broaden the perspective among
14
both individuals in these communities and stake-
15
holders serving these communities to use a com-
16
prehensive public health approach to promoting be-
17
havioral health that addresses a holistic view of
18
health by focusing on the intersection between be-
19
havioral and physical health.

ββ(b) AUTHORIZATION OF APPROPRIATIONS.βThere
21
is authorized to be appropriated to carry out this section
22
$300,000 for fiscal year 2020.ββ.
