polyfluoroalkyl substances in drinking water, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββPFAS Monitoring Act

of 2019ββ.

SEC. 2. TESTING FOR PFAS.

Section 1445 of the Safe Drinking Water Act (42
2
U.S.C. 300jβ4) is amended by adding at the end the fol-
3
lowing:

ββ(k) MONITORING FOR PFAS IN PUBLIC WATER
5
SYSTEMS.β
6
ββ(1) IN
GENERAL.βThe Administrator shall,
7
not later than 6 months after the date of enactment
8
of this subsection, promulgate regulations that re-
9
quire, beginning not later than one year after such
10
date of enactment, monitoring for perfluoroalkyl and
11
polyfluoroalkyl substances with at least one fully
12
fluorinated carbon atomβ
13
ββ(A) by all public water systems serving
14
10,000 persons or more;
15
ββ(B) with respect to public water systems
16
serving between 3,300 and 10,000 personsβ
17
ββ(i) by all such public water systems,
18
if appropriations are available to cover the
19
reasonable cost of such testing and labora-
20
tory analysis as are necessary to carry out
21
the monitoring; or
22
ββ(ii) by a representative sample of
23
such public water systems, if such appro-
24
priations are not available; and

water systems serving fewer than 3,300 per-
2
sons.

ββ(2) PUBLIC AVAILABILITY OF RESULTS.βAll
4
results of monitoring carried out under this sub-
5
section shall be accessible to the public and posted
6
online by the Administrator.

ββ(3) COVERED PFAS.βThe Administrator shall
8
require under the regulations promulgated under
9
paragraph (1)β
10
ββ(A) during the period beginning on the
11
effective date of such regulations and ending on
12
the date test methods are validated under para-
13
graph
(4),
monitoring
for
at
least
30
14
perfluoroalkyl and polyfluoroalkyl substances
15
with at least one fully fluorinated carbon atom;
16
and
17
ββ(B) beginning on the date test methods
18
are validated under paragraph (4), monitoring
19
for the total amount of all perfluoroalkyl and
20
polyfluoroalkyl substances with at least one
21
fully fluorinated carbon atom.

ββ(4) VALIDATED
TEST
METHODS.βNot later

than two years after the date of enactment of this

subsection, the Administrator shall validate one or

more test methods for monitoring the total amount

with at least one fully fluorinated carbon atom in

public water systems.

ββ(5) AUTHORIZATION
OF
APPROPRIATIONS.β

There
are
authorized
to
be
appropriated
6
$10,000,000 for each of fiscal years 2021 through
7
2031 to the Administrator to pay the reasonable
8
cost of such testing and laboratory analysis as are
9
necessary to carry out monitoring required under
10
this subsection by public water systems serving
11
fewer than 10,000 persons.ββ.
