A BILL
To require the Comptroller General of the United States
to conduct a study on the designation by the Secretary
of Defense and the Secretaries of the military depart-
ments of installations of the Department of Defense as
‘‘remote’’ or ‘‘isolated’’, and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Rural Servicemembers
4
Support Act of 2019’’.

SEC. 2. STUDY ON INSTALLATIONS OF THE DEPARTMENT

OF DEFENSE THAT ARE DESIGNATED AS RE-
2
MOTE OR ISOLATED.

(a) IN GENERAL.—The Comptroller General of the
4
United States shall conduct a study on the designation
5
by the Secretary of Defense and the Secretaries of the
6
military departments of installations of the Department
7
of Defense as ‘‘remote’’ or ‘‘isolated’’.
8
(b) ELEMENTS OF STUDY.—The study conducted
9
under subsection (a) shall—
10
(1) identify—
11
(A) the various definitions within the De-
12
partment of Defense of remote and isolated in-
13
stallations;
14
(B) who establishes those definitions; and
15
(C) the criteria to meet those definitions;
16
(2) assess the uses by the Department of the
17
remote or isolated designation for an installation;
18
and
19
(3) review—
20
(A) the range of services available at re-
21
mote installations;
22
(B) how those services differ between the
23
military departments; and

(C) the process used to determine whether

those services meet the needs of members of the
2
Armed Forces at those installations.

(c) REPORT.—Not later than January 30, 2020, the
4
Comptroller General shall submit to Congress, at a min-
5
imum, the initial findings for the study conducted under
6
subsection (a).
