and for other purposes.

To amend title 23, United States Code, to require the Sec-
retary of Transportation to waive vehicle weight limita-
tions for certain logging vehicles, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Safe Routes Act of
4
2019’’.
5
SEC. 2. VEHICLE WEIGHT EXEMPTION FOR CERTAIN LOG-
6
GING VEHICLES.

Section 127 of title 23, United States Code, is

amended by adding at the end the following:

‘‘(v) CERTAIN LOGGING VEHICLES.—
1
‘‘(1) IN GENERAL.—The Secretary shall waive,
2
for a covered logging vehicle, the application of any
3
vehicle weight limit established under this section.
4
‘‘(2) APPLICATION OF WEIGHT TOLERANCES.—
5
The waiver under this subsection shall only apply
6
with respect to a State legal weight tolerance in ef-
7
fect on the date of enactment of this subsection.

‘‘(3) DEFINITION OF COVERED LOGGING VEHI-
9
CLE.—In this subsection, the term ‘covered logging
10
vehicle’ means a vehicle that—
11
‘‘(A) is transporting raw or unfinished for-
12
est products, including logs, pulpwood, biomass,
13
or wood chips;
14
‘‘(B) is traveling a distance of not more
15
than 150 air miles on the Interstate System
16
from the point of origin to a storage or proc-
17
essing facility; and
18
‘‘(C) meets applicable State legal weight
19
tolerances and vehicle configurations for trans-
20
porting raw or unfinished forest products within
21
the boundaries of each State in which the vehi-
22
cle is operating.’’.
