SHORT TITLE. 1 This Act may be cited as the ‘‘Global Leadership in 2 Advanced Manufacturing Act of 2019’’. 3 SEC. 2. IMPROVEMENTS TO NETWORK FOR MANUFAC- 4 TURING INNOVATION PROGRAM. 5 (a) CENTERS FOR MANUFACTURING INNOVATION.— 6 Subsection (c) of section 34 of the National Institute of 7 Standards and Technology Act (15 U.S.C. 278s) is 8 amended— 9 (1) in subparagraphs (B) and (C)(i) of para- 10 graph (1), by striking ‘‘and tool’’ both places it ap- 11 pears and inserting ‘‘tool development for microelec- 12 tronics, food manufacturing, superconductors, ad- 13 vanced battery technologies, robotics, advanced sen- 14 sors, quantum information science, supply chain 15 water optimization, and aeronautics and advanced 16 materials’’; 17 (2) in paragraph (2)(D), by striking ‘‘and mi- 18 nority’’ and inserting ‘‘, minority, and veteran’’; and 19 (3) in paragraph (3)(A), by striking ‘‘, but 20 such’’ and all that follows through ‘‘under subsection 21 (d)’’. 22 (b) FINANCIAL ASSISTANCE TO ESTABLISH AND 23 SUPPORT CENTERS FOR MANUFACTURING INNOVA- 24 TION.—Subsection (d) of such section is amended— 25 (1) in paragraph (4)— 26 VerDate Sep 11 2014 23:48 Nov 16, 2020 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S1427.RS S1427 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 1427 RS (A) in subparagraph (C)— 1 (i) in clause (i), by striking ‘‘; and 13 (II) by striking the period at the 14 end; and 15 (iii) by adding at the end the fol- 16 lowing: 17 ‘‘(iii) establish standards for the per- 18 formance of centers for manufacturing in- 19 novation that are based on the measures 20 developed under clause (ii); 3 (B) in subparagraph (D), by inserting ‘‘, 4 including the Department of Agriculture, the 5 Department of Defense, the Department of 6 Education, the Department of Energy, the De- 7 partment of Labor, the Food and Drug Admin- 8 istration, the National Aeronautics and Space 9 Administration, the National Institutes of 10 Health, and the National Science Foundation’’ 11 after ‘‘manufacturing’’; and 12 (C) in subparagraph (E)— 13 (i) in clause (ii), by striking ‘‘without 14 the need for long-term Federal funding’’; 15 (ii) in clause (iii), by striking ‘‘signifi- 16 cantly’’; 17 (iii) in clause (v), by inserting ‘‘and to 18 improve the domestic supply chain’’ after 19 ‘‘technologies’’; 9 (B) in subparagraph (B)— 10 (i) in the first sentence, by striking 11 ‘‘large capital facilities or equipment pur- 12 chases’’ and inserting ‘‘large capital facili- 13 ties, equipment purchases, workforce devel- 14 opment, or general operations’’; and 15 (ii) by striking the second sentence; 16 and 17 (C) by striking subparagraph (C); and 18 (3) by adding at the end the following: 19 ‘‘(6) USE OF FINANCIAL ASSISTANCE.—Finan- 20 cial assistance awarded under paragraph (1) may be 21 used— 22 ‘‘(A) for the purposes described in such 23 paragraph; or 24 VerDate Sep 11 2014 23:48 Nov 16, 2020 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6401 E:\BILLS\S1427.RS S1427 pamtmann on DSKBC07HB2PROD with BILLS 6 •S 1427 RS ‘‘(B) to carry out Program-wide activities 1 directed by the Secretary, such as activities tar- 2 geting workforce development.’’. 3 (c) FUNDING.—Subsection (e)(2) of such section is 4 amended— 5 (1) by amending subparagraph (A) to read as 6 follows: 7 ‘‘(A) NIST INDUSTRIAL TECHNICAL SERV- 8 ICES ACCOUNT.—To the extent provided for in 9 advance by appropriations Acts, the Secretary 10 may use amounts appropriated to the Institute 11 for Industrial Technical Services account to 12 carry out this section as follows: 13 ‘‘(i) For each of the fiscal years 2015 14 through 2019, an amount not to exceed 15 $5,000,000. 16 ‘‘(ii) For each of fiscal years 2020 17 through 2030, such amounts as may be 18 necessary to carry out this section.’’; and 2 (ii) by inserting ‘‘including the De- 3 partment of Agriculture, the Department 4 of Defense, the Department of Education, 5 the Department of Energy, the Depart- 6 ment of Labor, the Food and Drug Admin- 7 istration, the National Aeronautics and 8 Space Administration, the National Insti- 9 tutes of Health, and the National Science 10 Foundation,’’ after ‘‘manufacturing,’’; 11 (B) in subparagraph (E), by striking ‘‘; 12 and’’ and inserting a semicolon; 13 (C) by redesignating subparagraph (F) as 14 subparagraph (J); and 15 (D) by inserting after subparagraph (E) 16 the following: 17 ‘‘(F) to carry out pilot programs in col- 18 laboration with the centers for manufacturing 19 innovation such as a laboratory-embedded en- 20 trepreneurship program; 4 ‘‘(I) to collaborate with the Department of 5 Labor, the Department of Education, industry, 6 career and technical education schools, local 7 community colleges, universities, and labor or- 8 ganizations to provide input for the develop- 9 ment of national certifications for advanced 10 manufacturing workforce skills in the tech- 11 nology areas of the centers for manufacturing 12 innovation; and’’; 13 (2) in paragraph (3), by inserting ‘‘State and 14 local governments,’’ after ‘‘community colleges,’’; 15 and 16 (3) in paragraph (5)— 17 (A) by striking ‘‘The Secretary’’ and in- 18 serting the following: 19 ‘‘(A) IN GENERAL.—The Secretary’’; and 20 (B) by adding at the end the following: 21 ‘‘(B) LIAISONS.— 22 ‘‘(i) IN GENERAL.—The Secretary 23 may provide financial assistance to a man- 24 ufacturing extension center established as 25 VerDate Sep 11 2014 23:48 Nov 16, 2020 Jkt 019200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6401 E:\BILLS\S1427.RS S1427 pamtmann on DSKBC07HB2PROD with BILLS 9 •S 1427 RS part of the Hollings Manufacturing Exten- 1 sion Partnership to detail a liaison of the 2 center to a center for manufacturing inno- 3 vation to facilitate the support by the Part- 4 nership of at least the following: 5 ‘‘(I) Cybersecurity awareness and 6 support services for small- and me- 7 dium-sized manufacturers. 8 ‘‘(II) Assistance with workforce 9 development. 10 ‘‘(III) Technology transfer for 11 small and medium-sized manufactur- 12 ers. 13 ‘‘(ii) SELECTION OF LIAISONS.—Selec- 14 tion of a liaison under this subparagraph 15 shall be made in coordination with the ap- 16 plicable center for manufacturing innova- 17 tion.’’. 18 (e) REPORTING AND AUDITING.—Subsection (g) of 19 such section is amended— 20 (1) in paragraph (2)(A), by striking ‘‘December 21 31, 2024’’ and inserting ‘‘December 31, 2030’’; and 2 (ii) by striking ‘‘2-year’’ and inserting 3 ‘‘3-year’’; and 4 (B) in subparagraph (B), by striking ‘‘De- 5 cember 31, 2024’’ and inserting ‘‘December 31, 6 2030’’. 7 (f) EXPANSION.—Subject to the availability of appro- 8 priations, the Secretary of Commerce shall increase the 9 number of centers for manufacturing innovation that par- 10 ticipate in the Network for Manufacturing Innovation Pro- 11 gram. 12 SECTION 1. SHORT TITLE. 13 This Act may be cited as the ‘‘Global Leadership in 14 Advanced Manufacturing Act of 2019’’. 15 SEC. 2.
