SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Global Leadership in
2
Advanced Manufacturing Act of 2019’’.

SEC.
2.
IMPROVEMENTS
TO
NETWORK
FOR
MANUFAC-
4
TURING INNOVATION PROGRAM.

(a) CENTERS FOR MANUFACTURING INNOVATION.—
6
Subsection (c) of section 34 of the National Institute of
7
Standards and Technology Act (15 U.S.C. 278s) is
8
amended—
9
(1) in subparagraphs (B) and (C)(i) of para-
10
graph (1), by striking ‘‘and tool’’ both places it ap-
11
pears and inserting ‘‘tool development for microelec-
12
tronics, food manufacturing, superconductors, ad-
13
vanced battery technologies, robotics, advanced sen-
14
sors, quantum information science, supply chain
15
water optimization, and aeronautics and advanced
16
materials’’;
17
(2) in paragraph (2)(D), by striking ‘‘and mi-
18
nority’’ and inserting ‘‘, minority, and veteran’’; and
19
(3) in paragraph (3)(A), by striking ‘‘, but
20
such’’ and all that follows through ‘‘under subsection
21
(d)’’.

the performance of the center is meeting

the standards for performance established

under clause (iii).’’;

(B) in subparagraph (D), by inserting ‘‘,

support a center for manufacturing innovation

Secretary
finds

(4)(C) does not meet the standards for per-

formance

(4)(C)(iii).’’;

(B) in subparagraph (B)—

(i) in the first sentence, by striking

‘‘large capital facilities or equipment pur-
12
chases’’ and inserting ‘‘large capital facili-
13
ties, equipment purchases, workforce devel-
14
opment, or general operations’’; and
15
(ii) by striking the second sentence;

(3) by adding at the end the following:

‘‘(6) USE OF FINANCIAL ASSISTANCE.—Finan-

cial assistance awarded under paragraph (1) may be

‘‘(B) to carry out Program-wide activities

directed by the Secretary, such as activities tar-
2
geting workforce development.’’.

(c) FUNDING.—Subsection (e)(2) of such section is
4
amended—
5
(1) by amending subparagraph (A) to read as
6
follows:
7
‘‘(A) NIST INDUSTRIAL TECHNICAL SERV-
8
ICES ACCOUNT.—To the extent provided for in
9
advance by appropriations Acts, the Secretary
10
may use amounts appropriated to the Institute
11
for Industrial Technical Services account to
12
carry out this section as follows:
13
‘‘(i) For each of the fiscal years 2015
14
through 2019, an amount not to exceed
15
$5,000,000.
16
‘‘(ii) For each of fiscal years 2020
17
through 2030, such amounts as may be
18
necessary to carry out this section.’’; and
19
(2) in subparagraph (B), by striking ‘‘through
20
2024’’ and inserting ‘‘through 2019’’.

(d) NATIONAL PROGRAM OFFICE.—Subsection (f) of
22
such section is amended—

‘‘(H) to coordinate with centers for manu-

facturing innovation to develop best practices
2
for the membership agreements and coordina-
3
tion of similar project solicitations;
4
‘‘(I) to collaborate with the Department of
5
Labor, the Department of Education, industry,
6
career and technical education schools, local
7
community colleges, universities, and labor or-
8
ganizations to provide input for the develop-
9
ment of national certifications for advanced
10
manufacturing workforce skills in the tech-
11
nology areas of the centers for manufacturing
12
innovation; and’’;
13
(2) in paragraph (3), by inserting ‘‘State and
14
local governments,’’ after ‘‘community colleges,’’;
15
and
16
(3) in paragraph (5)—

part of the Hollings Manufacturing Exten-
1
sion Partnership to detail a liaison of the
2
center to a center for manufacturing inno-
3
vation to facilitate the support by the Part-
4
nership of at least the following:
5
‘‘(I) Cybersecurity awareness and
6
support services for small- and me-
7
dium-sized manufacturers.
8
‘‘(II) Assistance with workforce
9
development.
10
‘‘(III)
Technology
transfer
for
11
small and medium-sized manufactur-
12
ers.
13
‘‘(ii) SELECTION OF LIAISONS.—Selec-
14
tion of a liaison under this subparagraph
15
shall be made in coordination with the ap-
16
plicable center for manufacturing innova-
17
tion.’’.
18
(e) REPORTING AND AUDITING.—Subsection (g) of
19
such section is amended—
20
(1) in paragraph (2)(A), by striking ‘‘December
21
31, 2024’’ and inserting ‘‘December 31, 2030’’; and

facturing Innovation Program’ ’’.
