A BILL
To direct the Administrator of the Environmental Protection
Agency to issue guidance on minimizing the use of fire-
fighting foam containing PFAS, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. GUIDANCE.

(a) IN GENERAL.—Not later than one year after the
4
date of enactment of this Act, the Administrator of the
5
Environmental Protection Agency shall issue guidance on
6
minimizing the use of firefighting foam and other equip-
7
ment containing any PFAS by firefighters, police officers,
8
paramedics, emergency medical technicians, and other

first responders, in order to minimize the risk to such fire-

fighters, police officers, paramedics, emergency medical
2
technicians, and other first responders, and the environ-
3
ment, without jeopardizing firefighting efforts.

(b) DEFINITION.—In this Act, the term ‘‘PFAS’’
5
means a perfluoroalkyl or polyfluoroalkyl substance with
6
at least one fully fluorinated carbon atom.
