the Committee on Veterans’ Affairs
A BILL
To amend title 38, United States Code, to improve the
care provided by the Secretary of Veterans Affairs to
newborn children.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Newborn Care Im-
4
provement Act of 2019’’.

SEC. 2. IMPROVEMENT OF HEALTH CARE SERVICES PRO-

VIDED TO NEWBORN CHILDREN BY DEPART-
2
MENT OF VETERANS AFFAIRS.

Section 1786 of title 38, United States Code, is
4
amended—
5
(1) in subsection (a), in the matter preceding
6
paragraph (1), by striking ‘‘seven days’’ and insert-
7
ing ‘‘14 days’’; and
8
(2) by adding at the end the following new sub-
9
section:
10
‘‘(c) ANNUAL REPORT.—Not later than 31 days after
11
the end of each fiscal year, the Secretary shall submit to
12
the Committee on Veterans’ Affairs of the Senate and the
13
Committee on Veterans’ Affairs of the House of Rep-
14
resentatives a report on the health care services provided
15
under subsection (a) during such fiscal year, including the
16
number of newborn children who received such services
17
during such fiscal year.’’.
