Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. DEFINITIONS. 3 In this Act: 4 (1) FEDERAL LAND.—The term ‘‘Federal land’’ 5 means the approximately 7,167 acres of land man- 6 aged by the Bureau of Land Management des- 7 ignated as ‘‘Proposed Conveyance—San Felipe 8 Pueblo’’ on the map. 9 VerDate Sep 11 2014 19:40 May 25, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2717.IH H2717 pamtmann on DSKBFK8HB2PROD with BILLS 2 •HR 2717 IH (2) MAP.—The term ‘‘map’’ means the map ti- 1 tled ‘‘Ball Ranch ACEC & Additional BLM Land’’ 2 and dated October 26, 2018. 3 (3) PUEBLO.—The term ‘‘Pueblo’’ means the 4 San Felipe Pueblo in Sandoval County, New Mexico. 5 (4) SECRETARY.—The term ‘‘Secretary’’ means 6 the Secretary of the Interior. 7 SEC. 2. CONVEYANCE TO SAN FELIPE PUEBLO. 8 (a) AUTHORIZATION FOR CONVEYANCE.—Not later 9 than 120 days after the date on which the Secretary re- 10 ceives a request from the Pueblo to convey, for no consid- 11 eration, all of the Federal land (including mineral rights), 12 subject to valid existing rights and notwithstanding the 13 land use planning requirements of sections 202 and 203 14 of the Federal Land Policy and Management Act of 1976 15 (43 U.S.C. 1712, 1713), the Secretary shall convey to the 16 Pueblo all right, title, and interest of the United States 17 in and to the Federal land. 18 (b) EASEMENTS.—The conveyance under subsection 19 (a) shall be subject to the following conditions which shall 20 be part of the deed for the conveyed Federal land: 21 (1) Perpetual easements shall allow for the fol- 22 lowing access roads on the Federal land to the same 23 extent as such access roads exist on the date of the 24 enactment of this Act: 25 VerDate Sep 11 2014 19:40 May 25, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2717.IH H2717 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 2717 IH (A) An access road of approximately 2.4 1 miles to the ‘‘Hamaatsa’’ inholding. 2 (B) An access road of approximately 1.8 3 miles to the ‘‘Baca Family’’ inholding. 4 (2) Subject to agreement with the Pueblo, a 5 perpetual easement to allow federally recognized In- 6 dian Tribes to access and be on the conveyed Fed- 7 eral land in order to access cultural sites and for 8 cultural and religious practices on the Federal land. 9 (3) A requirement that the Pueblo maintain the 10 access roads referred to in paragraph (1) to the 11 same engineering standards that the Bureau of 12 Land Management was required to maintain such 13 roads on the date of the enactment of this Act. 14 (c) GRAZING.—If Federal land is subject to a lease, 15 permit, or contract for the grazing of domestic livestock 16 in effect on the date of the conveyance of the Federal land 17 under this Act, the grazing may, at the discretion of the 18 Pueblo, continue for the remainder of the term of the 19 lease, permit, or contract, subject to the related terms and 20 conditions of user agreements, including permitted stock- 21 ing rates, grazing fee levels, access, and ownership and 22 use of range improvements. 23 VerDate Sep 11 2014 19:40 May 25, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2717.IH H2717 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 2717 IH (d) COSTS.—The United States shall pay all costs of 1 the conveyance under subsection (a). 2 Æ VerDate Sep 11 2014 19:40 May 25, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H2717.IH H2717 pamtmann on DSKBFK8HB2PROD with BILLS
