Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 1 Congress finds the following: 2 (1) Funding for mitigation activities was appro- 3 priated to the Department of Housing and Urban 4 Development by Congress in February 2018 under 5 the Bipartisan Budget Act of 2018 (Public Law 6 115–123; 132 Stat. 64). 7 (2) The Secretary of Housing and Urban Devel- 8 opment told Congress that the funding described in 9 paragraph (1) would be released by May 1, 2019. 10 (3) May 1, 2019, has come and gone with no 11 official explanation as to the reason for the contin- 12 ued delay in releasing the funds. 13 SEC. 3.
