To direct the Secretary of Defense to develop workforce
development investment incentives and to consider a
qualified training program of an offeror as part of the
past performance rating of such offeror, and for other
purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Developing the Na-
4
tional Security Workforce Act of 2019’’.

SEC. 2. PILOT PROGRAM FOR INCENTIVES AND CONSIDER-

ATION
FOR
QUALIFIED
TRAINING
PRO-

GRAMS.

(a) INCENTIVES.—The Secretary of Defense may de-
4
velop incentives for a contractor to implement a qualified
5
training program to enhance the workforce of the defense
6
industrial base in a manner consistent with the needs of
7
the Department of Defense.

(b) CONSIDERATION OF QUALIFIED TRAINING PRO-
9
GRAMS.—The Secretary of Defense shall develop policies
10
and procedures to implement the incentives developed
11
under subsection (a).

(c) STANDARDS
FOR QUALIFIED TRAINING PRO-
13
GRAMS.—The Secretary of Defense shall develop stand-
14
ards to determine whether training programs qualify for
15
incentives developed under subsection (a).
16
(d) REPORT.—Not later than one year after the date
17
of the enactment of this Act, the Secretary shall submit
18
to the congressional defense committees a report on activi-
19
ties taken pursuant to this section and to achieve the goal
20
of implementing training programs to develop the work-
21
force of the defense industrial base.

(e) CONGRESSIONAL DEFENSE COMMITTEES DE-

FINED.—In this section, the term ‘‘congressional defense
