A BILL
To direct the Secretary of Commerce to conduct a study
and submit to Congress a report on the state of the
internet-connected devices industry in the United States.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘State of Modern Appli-
4
cation, Research, and Trends of IoT Act’’ or the ‘‘SMART
5
IoT Act’’.

SEC. 2. STUDY AND REPORT ON INTERNET OF THINGS.

(a) STUDY.—The Secretary of Commerce shall con-
2
duct a study on the state of the internet-connected devices
3
industry (commonly known as the ‘‘Internet of Things’’)
4
in the United States. In conducting the study, the Sec-
5
retary shall—
6
(1) develop a comprehensive list of Federal
7
agencies with jurisdiction over entities in the indus-
8
try;
9
(2) develop a description of the jurisdiction and
10
expertise of such agencies over such entities; and
11
(3) conduct a survey of entities in the internet-
12
connected devices industry to—
13
(A) identify which Federal agencies such
14
entities interact with;
15
(B) identify public-private partnerships fo-
16
cused on promoting the adoption and use of
17
internet-connected devices;
18
(C) identify Federal Government resources
19
that exist for consumers and small businesses
20
to evaluate internet-connected devices; and
21
(D) identify what, if any, duplication exists
22
in the jurisdiction and expertise of Federal
23
agencies listed under paragraph (1) over enti-
24
ties in the internet-connected devices industry.

(b) REPORT TO CONGRESS.—Not later than 2 years
1
after the date of the enactment of this Act, the Secretary
2
shall submit to the Committee on Energy and Commerce
3
of the House of Representatives and the Committee on
4
Commerce, Science, and Transportation of the Senate a
5
report that contains—
6
(1) the results of the study conducted under
7
subsection (a); and
8
(2) recommendations of the Secretary for re-
9
ducing any existing duplication in jurisdiction or ex-
10
pertise as identified under subsection (a)(3)(D).
11
(c) DEFINITIONS.—In this section:
12
(1) FEDERAL
AGENCY.—The term ‘‘Federal
13
agency’’ means an agency, as defined in section 551
14
of title 5, United States Code.
15
(2) INTERNET-CONNECTED DEVICE.—The term
16
‘‘internet-connected device’’ means a physical object
17
that—
18
(A) is capable of connecting to the inter-
19
net, either directly or indirectly through a net-
20
work, to communicate information at the direc-
21
tion of an individual; and
