AN ACT
To manage supply chain risk through counterintelligence
training, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Supply Chain Counter-
2
intelligence Training Act of 2019’’.

SEC. 2. COUNTERINTELLIGENCE TRAINING PROGRAM TO
4
MANAGE SUPPLY CHAIN RISK.

Not later than 180 days after the date of the enact-
6
ment of this Act, the Director of the Office of Manage-
7
ment and Budget, in coordination with the Director of Na-
8
tional Intelligence, the Secretary of Homeland Security,
9
and the Administrator of General Services, shall establish
10
and implement a counterintelligence training program for
11
officials with supply chain risk management responsibil-
12
ities at executive agencies (including programmatic, infor-
13
mation communications technology, and acquisition offi-
14
cials). The program shall be designed to prepare such per-
15
sonnel to identify and mitigate counterintelligence threats
16
that arise during the acquisition and use throughout the
17
lifecycle of information and communications technology.

SEC. 3. REPORTS ON IMPLEMENTATION OF PROGRAM.

Not later than 180 days after the date of the enact-
20
ment of this Act, and every 180 days for the next three
21
years, the Director of the Office of Management and
22
Budget, in consultation with the Director of National In-
23
telligence, the Secretary of Homeland Security, and the
24
Administrator of General Services, shall submit to the ap-
25
propriate congressional committees and leadership a re-

SEC. 4. DEFINITIONS.

In this Act:

(1) APPROPRIATE
CONGRESSIONAL
COMMIT-
5
TEES AND LEADERSHIP; INFORMATION AND COMMU-
6
NICATIONS TECHNOLOGY.—The terms ‘‘appropriate
7
congressional committees and leadership’’ and ‘‘in-
8
formation and communications technology’’ have the
9
meanings given the terms in section 4713(k) of title
10
41, United States Code.
11
(2) EXECUTIVE AGENCY.—The term ‘‘executive
12
agency’’ has the meaning given the term in section
13
133 of title 41, United States Code.
