USE OF HOMELAND SECURITY GRANT PROGRAM 1 FUNDS FOR ANTI-BLOOD LOSS PURPOSES. 2 (a) IN GENERAL.—Section 2002 of the Homeland 3 Security Act of 2002 (6 U.S.C. 603) is amended by adding 4 at the end the following new subsection: 5 ‘‘(d) ANTI-BLOOD LOSS GRANTS.— 6 ‘‘(1) IN GENERAL.—A grant under section 2003 7 or 2004 may be used for any of the following pur- 8 poses: 9 ‘‘(A) To purchase or distribute anti-blood 10 loss supplies for use in medical emergencies in 11 a place where people gather. 12 ‘‘(B) To provide training on the proper use 13 of anti-blood loss supplies to appropriate per- 14 sons for the purpose of enhancing public safety. 15 ‘‘(C) To make grants to an eligible entity 16 for a purpose described in subparagraph (A) or 17 (B). 18 ‘‘(2) PRIORITY IN AWARDING GRANTS.—Subject 19 to the availability of funds, any State, local, or tribal 20 government or high-risk urban area that applies for 21 a grant under section 2003 or 2004 for a purpose 22 described in paragraph (1) shall be awarded such 23 grant.
