environment and public health, and for other purposes.

was referred to the Committee on Energy and Commerce, and in addition
to the Committee on Natural Resources, for a period to be subsequently
determined by the Speaker, in each case for consideration of such provi-
sions as fall within the jurisdiction of the committee concerned

To require the Administrator of the Environmental Protec-
tion Agency to conduct a study on the effects of
oxybenzone and octinoxate on the environment and public
health, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Oxybenzone and
4
Octinoxate Impact Study Act of 2019’’.

SEC. 2. STUDY ON THE EFFECTS OF OXYBENZONE AND

OCTINOXATE ON THE ENVIRONMENT AND
2
PUBLIC HEALTH.

(a) STUDY.—
4
(1) IN
GENERAL.—The Administrator of the
5
Environmental Protection Agency (referred to in
6
this section as the ‘‘Administrator’’) shall conduct a
7
study on the impact of oxybenzone and octinoxate
8
on—
9
(A) the environment, including lethal and
10
sublethal impacts on aquatic ecosystems; and
11
(B) public health.

(2) INCLUSION.—The study under paragraph
13
(1) shall include analysis, documentation, and deter-
14
minations on the impact of oxybenzone and
15
octinoxate on the protection and propagation of—
16
(A) coral reefs; and
17
(B) marine life.
18
(3) CONSULTATION.—In conducting the study
19
under paragraph (1), the Administrator shall consult
20
with—
21
(A) marine biology research centers located
22
in the United States on the shores of large bod-
23
ies of water; and
24
(B) the Director of the Centers for Disease
25
Control and Prevention.

(b) REPORT.—Not later than 18 months after the
1
date of enactment of this Act, the Administrator shall sub-
2
mit to Congress and make publicly available on the website
3
of the Environmental Protection Agency a report that de-
4
scribes the results of the study conducted under subsection
5
(a).
