To authorize veterans service organizations to solicit
donations at post offices before and after Federal holidays.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Restoring Access, Im-
4
proving Service to Enable Veterans Engaging To
5
Fundraise Act of 2019’’ or the ‘‘RAISE VET FUND
6
Act’’.

SEC. 2. SOLICITATION BY VETERANS SERVICE ORGANIZA-

TIONS AT POST OFFICES.

(a) IN GENERAL.—Section 404 of title 39, United
3
States Code, is amended by adding at the end the fol-
4
lowing:
5
‘‘(f) SOLICITATION BY VETERANS SERVICE ORGANI-
6
ZATIONS AT POST OFFICES.—
7
‘‘(1) DEFINITIONS.—In this subsection—
8
‘‘(A) the term ‘business day’ means a day
9
on which a post office is open;
10
‘‘(B) the term ‘Federal holiday’ means—
11
‘‘(i) a legal public holiday under sec-
12
tion 6103(a) of title 5; and
13
‘‘(ii) Flag Day, as designated under
14
section 110 of title 36;
15
‘‘(C) the term ‘holiday period’ means the
16
period beginning 2 business days before, and
17
ending 2 business days after, a Federal holiday;
18
and
19
‘‘(D) the term ‘veterans service organiza-
20
tion’ means an organization recognized by the
21
Secretary of Veterans Affairs for the represen-
22
tation of veterans under section 5902 of title
23
38.

‘‘(2) AUTHORIZATION.—The Postal Service
25
shall permit a veterans service organization to solicit

donations by distributing items that are symbols for

veterans at a post office on any business day during
2
a holiday period.’’.

(b) REGULATIONS.—Not later than 90 days after the
4
date of enactment of this Act, the United States Postal
5
Service shall promulgate regulations governing the use of
6
post offices by veterans service organizations, including
7
with respect to scheduling, under subsection (f) of section
8
404 of title 39, United States Code, as added by sub-
9
section (a).

(c) EFFECTIVE DATE.—Subsection (f) of section 404
11
of title 39, United States Code, as added by subsection
12
(a), shall take effect on the date that is 120 days after
13
the date of enactment of this Act.
