A BILL
To amend the Federal share of the fishing safety standards
grants.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Funding Instruction
4
for Safety, Health, and Security Avoids Fishing Emer-
5
gencies Act’’ or the ‘‘FISH SAFE Act’’.
6
SEC. 2. AMENDMENT OF FEDERAL SHARE OF THE FISHING
7
SAFETY STANDARDS GRANTS.

(a) AMENDMENT.—Section 4502 of title 46, United
9
States Code, is amended—

(1) in subsection (i)(3), by striking ‘‘50’’ and

inserting ‘‘75’’; and

(2) in subsection (j)(3), by striking ‘‘50’’ and

inserting ‘‘75’’.

(b) RETROACTIVE EFFECTIVE DATE.—The amend-
5
ment made by subsection (a) takes effect on the day after
6
the date of enactment of the Frank LoBiondo Coast
7
Guard Authorization Act of 2018 (Public Law 115–282).

SEC. 3. REIMBURSEMENT.
9
Amounts appropriated to carry out section 4502 of
10
title 46, United States Code, under the Consolidated Ap-
11
propriations Act, 2017 (Public Law 115–31), shall be
12
available until not later than September 30, 2020, in order
13
for the Secretary of Health and Human Services to pro-
14
vide a reimbursement or supplement to a recipient of a
15
grant under the Fishing Safety Training Grants Program
16
under section 4502(i) of title 46, United States Code, or
17
the Fishing Safety Research Grant Program under section
18
4502(j) of title 46, United States Code, in an amount that
19
is equal to, for any non-Federal share provided by such
20
grant recipient under such Program that is more than 25
21
percent, the amount of such excess non-Federal share ex-
22
pended or included in the approved budget by such grant
23
recipient.
