To amend title 31, United States Code, to clarify that, during a lapse
in appropriations beginning on or after October 1, 2020, positions relat-
ing to providing services for paying or reimbursing Federal employees
for official travel are excepted services under the Anti-Deficiency Act,
and for other purposes.

A BILL
To amend title 31, United States Code, to clarify that,

SECTION 1. DESIGNATING TRAVEL REIMBURSEMENT SERV-

ICES AS EXCEPTED SERVICES UNDER THE
2
ANTI-DEFICIENCY ACT.

(a) IN GENERAL.—Section 1342 of title 31, United
4
States Code, is amended—
5
(1) by striking ‘‘An officer’’ and inserting ‘‘(1)
6
An officer’’; and
7
(2) by adding at the end the following:
8
‘‘(2) Any services by an officer or employee relating
9
to paying or reimbursing Federal employees for official
10
travel expenses shall be deemed, for purposes of paragraph
11
(1), services for emergencies involving the safety of human
12
life or the protection of property.’’.

(b) APPLICATION.—The amendments made by sub-
14
section (a) shall apply to any lapse in appropriations be-
15
ginning on or after October 1, 2020.
