A BILL
To require a report on expenditures for contracts for
advertising services, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Federal Government
4
Advertising Equity Accountability Act’’.
5
SEC. 2. REPORT ON EXPENDITURES FOR CONTRACTS FOR
6
ADVERTISING SERVICES.
7
(a) IN GENERAL.—Section 1105(a) of title 31,
8
United States Code, is amended by adding at the end the
9
following new paragraph:

‘‘(40) The following information with respect to

each executive agency:

‘‘(A) Expenditures of the executive agency
3
for the prior fiscal year for—

‘‘(i) all contracts for advertising serv-
5
ices; and
6
‘‘(ii) contracts for the advertising
7
services of—
8
‘‘(I) socially and economically
9
disadvantaged small business concerns
10
(as defined in section 8(a)(4) of the
11
Small
Business
Act

637(a)(4)); and

‘‘(II) women- and minority-owned
14
businesses.

‘‘(B) Estimated expenditures of the execu-

tive agency for the fiscal year for which the
17
budget is submitted for—

‘‘(i) all contracts for advertising serv-

ices; and
20
‘‘(ii) contracts for the advertising
21
services of—

‘‘(I) socially and economically
23
disadvantaged small business concerns

(as defined in section 8(a)(4) of the
