potential benefits and impact to the United States of
establishing a joint United States-Israel cybersecurity
center of excellence.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘U.S.-Israel Cybersecu-
4
rity Center of Excellence Act’’.

SEC. 2. REPORT ON POTENTIAL BENEFITS AND IMPACT TO

THE UNITED STATES OF ESTABLISHING A

JOINT UNITED STATES-ISRAEL CYBERSECU-
3
RITY CENTER OF EXCELLENCE.

Not later than one year after the date of the enact-
5
ment of this Act, the Secretary of State shall submit to
6
the appropriate congressional committees a report exam-
7
ining the potential benefits and impact to the United
8
States of establishing a joint United States-Israel Cyberse-
9
curity Center of Excellence based in the United States and
10
Israel to leverage the experience, knowledge, and expertise
11
of institutions of higher education (as such term is defined
12
in subsection (a) or (b) of section 101 of the Higher Edu-
13
cation Act of 1965 (20 U.S.C. 1001)), private sector enti-
14
ties, and government entities in the area of cybersecurity
15
and protection of critical infrastructure (as such term is
16
defined in subsection (e) of section 1016 of the Critical
17
Infrastructures Protection Act of 2001 (42 U.S.C. 5195c;
18
enacted in title X of the USA PATRIOT Act (Public Law
19
107–56)).
