Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Chemical Poisons Re- 4 duction Act of 2019’’ or ‘‘Canyon’s Law’’. 5 SEC. 2. PROHIBITION ON USE OF CERTAIN POISONS FOR 8 PREDATOR CONTROL. 9 (a) DEFINITION OF PREDATOR CONTROL DEVICE.— 10 In this section, the term ‘‘predator control device’’ 11 means— 12 (1) a dispenser designed to propel sodium 13 fluoroacetate or sodium cyanide when activated by 14 an animal; 15 (2) a livestock protection collar designed to re- 16 lease sodium fluoroacetate or sodium cyanide when 17 punctured by an animal; 18 (3) a gas cartridge or other pyrotechnic device 19 designed to emit sodium fluoroacetate or sodium cy- 20 anide fumes when activated by an animal; and 21 (4) any other means of dispensing sodium 22 fluoroacetate or sodium cyanide, including in the 23 form of capsules, for wildlife management or other 24 animal control purposes. 25 VerDate Sep 11 2014 03:14 May 07, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1301.IS S1301 kjohnson on DSK79L0C42 with BILLS 3 •S 1301 IS (b) PROHIBITION.—It shall be unlawful to use so- 1 dium fluoroacetate (known as ‘‘Compound 1080’’) or so- 2 dium cyanide in a predator control device. 3 (c) PENALTY.—Any person that violates subsection 4 (b) shall be fined under title 18, United States Code, im- 5 prisoned for not more than 2 years, or both. 6 Æ VerDate Sep 11 2014 03:14 May 07, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S1301.IS S1301 kjohnson on DSK79L0C42 with BILLS
