To amend title 38, United States Code, to expand eligibility
for the Marine Gunnery Sergeant John David Fry Schol-
arship to children and spouses of certain deceased mem-
bers of the Armed Forces, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Fry Scholarship Im-
4
provement Act of 2019’’.

SEC. 2. EXPANSION OF ELIGIBILITY FOR FRY SCHOLAR-

SHIP TO CHILDREN AND SPOUSES OF CER-
2
TAIN DECEASED MEMBERS OF THE ARMED
3
FORCES.

(a) IN GENERAL.—Section 3311(b) of title 38,
5
United States Code, is amended—
6
(1) by redesignating paragraph (10) as para-
7
graph (12); and
8
(2) by inserting after paragraph (9) the fol-
9
lowing new paragraphs (10) and (11):
10
‘‘(10) An individual who is the child or spouse
11
of a person who, on or after September 11, 2001,
12
dies in line of duty while serving on duty other than
13
active duty as a member of the Armed Forces.

‘‘(11) An individual who is the child or spouse
15
of a member of the Selected Reserve who dies on or
16
after September 11, 2001—
17
‘‘(A) from a service-connected disability;
18
and
19
‘‘(B) not later than four years after the
20
date of the last discharge or release of that
21
member from active duty or active duty for
22
training.’’.

(b) APPLICABILITY DATE.—The amendments made
24
by subsection (a) apply with respect to a quarter, semes-
