A BILL
To amend the Public Health Service Act to establish a grant
program supporting trauma centers with violence inter-
vention and violence prevention programs, and for other
purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ββEnd the Cycle of Vio-

lence Act of 2019ββ.

SEC. 2. GRANT PROGRAM SUPPORTING TRAUMA CENTERS

WITH VIOLENCE INTERVENTION AND VIO-

LENCE PREVENTION PROGRAMS.

Part P of title III of the Public Health Service Act
4
(42 U.S.C. 280g et seq.) is amended by adding at the end
5
the following new section:
6
ββSEC. 399Vβ7. GRANT PROGRAM SUPPORTING TRAUMA CEN-
7
TERS WITH VIOLENCE INTERVENTION AND
8
VIOLENCE PREVENTION PROGRAMS.
9
ββ(a) AUTHORITY ESTABLISHED.β
10
ββ(1) IN GENERAL.βNot later than 9 months
11
after the date of enactment of the End the Cycle of
12
Violence Act of 2019, the Secretary shall award 10
13
grants to eligible entities for the purpose of carrying
14
out the activities described in subsection (c).
15
ββ(2) GRANT AMOUNT.βThe amount of each of
16
the grants awarded under paragraph (1) for a fiscal
17
year shall be equal to the amount that is 10 percent
18
of the total amount made available for grants under
19
this section for such fiscal year.
20
ββ(3) GRANT DURATION.βEach grant awarded
21
under paragraph (1) shall be for a period of three
22
years.

ββ(4) SUPPLEMENT
NOT
SUPPLANT.βA grant
24
awarded under paragraph (1) to an eligible entity
25
shall be used to supplement, and not supplant, any

other funds provided to such entity for carrying out
1
the activities described in subsection (c).

ββ(b) ELIGIBLE ENTITIES.βTo be eligible to receive
3
a grant under subsection (a)(1), an entity shallβ
4
ββ(1) either beβ
5
ββ(A) a State-designated trauma center, or
6
a trauma center verified by the American Col-
7
lege of Surgeons, that conducts a violence inter-
8
vention or violence prevention program; or
9
ββ(B) a nonprofit entity that conducts a
10
program described in subparagraph (A) in co-
11
operation with a trauma center described in
12
such subparagraph; and
13
ββ(2) submit to the Secretary an application at
14
such time, in such manner, and containing such in-
15
formation as the Secretary may require.
16
ββ(c) USE OF GRANT FUNDS.βAn entity that receives
17
a grant under subsection (a)(1) shall use the grant funds
18
to conduct or expand research on the effectiveness of vio-
19
lence prevention efforts in reducing the incidence of re-
20
injury and re-incarceration caused by intentional violent
21
trauma, excluding intimate partner violence.

GENERAL.βAn entity that re-
1
ceives a grant under subsection (a)(1) shall
2
submit reports on the use of the grant funds to
3
the Secretary, including progress reports, as re-
4
quired by the Secretary. Such reports shall in-
5
cludeβ
6
ββ(i) any findings of research con-
7
ducted, or expanded, by the entity under
8
subsection (c); and
9
ββ(ii) if applicable, the manner in
10
which the entity has incorporated such
11
findings in the violence intervention or vio-
12
lence prevention program conducted by
13
such entity.
14
ββ(B) OPTION FOR JOINT REPORT.βTo the
15
extent feasible and appropriate, an entity that
16
receives a grant under subsection (a)(1) may
17
elect to coordinate with one or more other enti-
18
ties that have received such a grant to submit
19
a joint report that meets the requirements of
20
subparagraph (A).

ββ(2) REPORT TO CONGRESS.βNot later than
22
six years after the date of enactment of the End the
23
Cycle of Violence Act of 2019, the Secretary shall
24
submit to Congress a reportβ

graph (1);

ββ(B) on best practices developed by the
4
Secretary under subsection (e); and
5
ββ(C) with recommendations for legislative
6
action relating to intentional violent trauma
7
prevention that the Secretary determines appro-
8
priate.

ββ(e) BEST PRACTICES.βNot later than six years
10
after the date of enactment of the End the Cycle of Vio-
11
lence Act of 2019, the Secretary shallβ
12
ββ(1) develop, and post on a public website of
13
the Department of Health and Human Services, best
14
practices for intentional violent trauma prevention,
15
based on any findings reported to the Secretary
16
under subsection (d)(1); and
17
ββ(2) disseminate such best practices to stake-
18
holders, as determined appropriate by the Secretary.

ββ(f) AUTHORIZATION
OF
APPROPRIATIONS.βTo
20
carry out this section, there is authorized to be appro-
21
priated $7,500,000 for the period of fiscal years 2020
22
through 2023.ββ.
