Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,
2
SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Supporting and Treat-
4
ing Officers In Crisis Act of 2019’’.
5
SEC. 2. EXPANDING SUPPORT FOR POLICE OFFICER FAM-
6
ILY SERVICES, STRESS REDUCTION, AND SUI-
7
CIDE PREVENTION.

Part W of title I of the Omnibus Crime Control and
9
Safe Streets Act of 1968 (34 U.S.C. 10491 et seq.) is
10
amended—
11
(1) in the part heading, by striking ‘‘FAMILY
12
SUPPORT’’ and inserting ‘‘SUPPORT
FOR
LAW
13
ENFORCEMENT OFFICERS AND FAMILIES’’;
14
(2) in section 2301 (34 U.S.C. 10491)—
15
(A) in paragraph (2), by inserting ‘‘, in-
16
cluding any research and reports developed
17
under the Law Enforcement Mental Health and
18
Wellness Act of 2017 (Public Law 115–113;
19
131 Stat. 2276)’’ after ‘‘interested parties’’;
20
and
21
(B) in paragraph (4), by inserting ‘‘, psy-
22
chological services, suicide prevention,’’ after
23
‘‘stress reduction’’;

(ii) by amending paragraph (4) to

read as follows:

‘‘(4) Evidence-based programs to reduce stress,

prevent suicide, and promote mental health.’’; and

(B) in subsection (c)—

(i) in paragraph (5), by inserting ‘‘,
13
mental health crisis, and suicide preven-
14
tion’’ after ‘‘family crisis’’;
15
(ii) in paragraph (6), by striking
16
‘‘human immunodeficiency virus’’ and in-
17
serting ‘‘infectious disease’’;
18
(iii) in paragraph (8), by inserting ‘‘,
19
injured, or permanently disabled’’ after
20
‘‘killed’’; and
21
(iv) by striking paragraph (10) and
22
inserting the following:

porting, and responding to officer mental health cri-

ses and suicide.

‘‘(11) Technical assistance and training to sup-

port any or all of the services described in para-

graphs (1) through (10).’’.

SEC. 3. REAUTHORIZING GRANT PROGRAMS FOR SUP-
7
PORTING LAW ENFORCEMENT OFFICERS AND
8
FAMILIES.

Section 1001(a)(21) of title I of the Omnibus Crime
10
Control and Safe Streets Act of 1968 (34 U.S.C.
11
10261(a)(21)) is amended to read as follows:
12
‘‘(21) There are authorized to be appropriated to
13
carry out part W, $7,500,000 for each of fiscal years 2020
14
through 2024.’’.
