To amend title 49, United States Code, with respect to
air cargo in Puerto Rico, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Puerto Rico Air Cargo
4
Industry Empowerment Act’’.

SEC. 2. CARGO IN ALASKA OR PUERTO RICO.

Section 41703(e) of title 49, United States Code, is
7
amended—
8
(1) in the subsection heading by inserting ‘‘OR
9
PUERTO RICO’’ after ‘‘ALASKA’’; and
