To amend titles XI and XIX of the Social Security Act
to strengthen the Medicaid program in Puerto Rico, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Puerto Rico Medicaid
4
Act of 2019’’.

SEC. 2. REMOVAL OF STATUTORY FMAP LIMITATION FOR
6
PUERTO RICO.

(a) IN GENERAL.—Section 1905(b)(2) of the Social
8
Security Act (42 U.S.C. 1396d(b)(2)) is amended by strik-
9
ing ‘‘Puerto Rico,’’.

(b) EFFECTIVE DATE.—The amendment made by
1
subsection (a) shall apply with respect to medical assist-
2
ance furnished in calendar quarters beginning on or after
3
October 1, 2019.

SEC. 3. INCREASE TO CAP ON AMOUNTS RECOGNIZED
5
UNDER TITLE XIX FOR PUERTO RICO.
6
Section 1108(g)(2)(A) of the Social Security Act (42
7
U.S.C. 1308(g)(2)(A)) is amended—
8
(1) by striking ‘‘shall not exceed’’ and inserting
9
‘‘shall not exceed—
10
‘‘(i) for a fiscal year before fiscal year
11
2020, and for fiscal year 2022 and each
12
subsequent fiscal year,’’;
13
(2) by striking the semicolon at the end and in-
14
serting ‘‘; and’’; and
15
(3) by adding at the end the following new
16
clause:
17
‘‘(ii) for each of fiscal years 2020 and
18
2021, $2,650,000,000;’’.
