SHORT TITLE; TABLE OF CONTENTS. 3 (a) SHORT TITLE.—This Act may be cited as the 4 ‘‘Central Coast Heritage Protection Act’’. 5 (b) TABLE OF CONTENTS.—The table of contents for 6 this Act is as follows: 7 Sec. 1. DEFINITIONS. 8 In this Act: 9 (1) SCENIC AREAS.—The term ‘‘scenic area’’ 10 means a scenic area designated by section 8(a). 11 (2) SECRETARY.—The term ‘‘Secretary’’ 12 means— 13 (A) with respect to land managed by the 14 Bureau of Land Management, the Secretary of 15 the Interior; and 16 (B) with respect to land managed by the 17 Forest Service, the Secretary of Agriculture. 18 (3) STATE.—The term ‘‘State’’ means the State 19 of California. 20 VerDate Sep 11 2014 20:37 Feb 04, 2020 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6203 E:\BILLS\H2199.RH H2199 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 2199 RH (4) WILDERNESS AREA.—The term ‘‘wilderness 1 area’’ means a wilderness area or wilderness addition 2 designated by section 3(a). 3 SEC. 3. DESIGNATION OF WILDERNESS. 4 (a) IN GENERAL.—In accordance with the Wilderness 5 Act (16 U.S.C. 1131 et seq.), the following areas in the State 6 are designated as wilderness areas and as components of 7 the National Wilderness Preservation System: 8 (1) Certain land in the Bakersfield Field Office 9 of the Bureau of Land Management comprising ap- 10 proximately 35,116 acres, as generally depicted on the 11 map entitled ‘‘Proposed Caliente Mountain Wilder- 12 ness’’ and dated November 13, 2019, which shall be 13 known as the ‘‘Caliente Mountain Wilderness’’. 14 (2) Certain land in the Bakersfield Field Office 15 of the Bureau of Land Management comprising ap- 16 proximately 13,332 acres, as generally depicted on the 17 map entitled ‘‘Proposed Soda Lake Wilderness’’ and 18 dated June 25, 2019, which shall be known as the 19 ‘‘Soda Lake Wilderness’’. 20 (3) Certain land in the Bakersfield Field Office 21 of the Bureau of Land Management comprising ap- 22 proximately 12,585 acres, as generally depicted on the 23 map entitled ‘‘Proposed Temblor Range Wilderness’’ 24 VerDate Sep 11 2014 20:37 Feb 04, 2020 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6203 E:\BILLS\H2199.RH H2199 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 2199 RH and dated June 25, 2019, which shall be known as the 1 ‘‘Temblor Range Wilderness’’. 2 (4) Certain land in the Los Padres National 3 Forest comprising approximately 23,670 acres, as 4 generally depicted on the map entitled ‘‘Chumash 5 Wilderness Area Additions—Proposed’’ and dated 6 March 29, 2019, which shall be incorporated into and 7 managed as part of the Chumash Wilderness as des- 8 ignated by the Los Padres Condor Range and River 9 Protection Act (Public Law 102–301; 106 Stat. 242). 10 (5) Certain land in the Los Padres National 11 Forest comprising approximately 54,036 acres, as 12 generally depicted on the maps entitled ‘‘Dick Smith 13 Wilderness Area Additions—Proposed Map 1 of 2 14 (Bear Canyon and Cuyama Peak Units)’’ and ‘‘Dick 15 Smith Wilderness Area Additions—Proposed Map 2 16 of 2 (Buckhorn and Mono Units)’’ and dated Novem- 17 ber 14, 2019, which shall be incorporated into and 18 managed as part of the Dick Smith Wilderness as 19 designated by the California Wilderness Act of 1984 20 (Public Law 98–425; 106 Stat. 5 242). 6 (7) Certain land in the Los Padres National 7 Forest and the Bakersfield Field Office of the Bureau 8 of Land Management comprising approximately 9 8,774 acres, as generally depicted on the map entitled 10 ‘‘Machesna Mountain Wilderness—Proposed Addi- 11 tions’’ and dated October 30, 2019, which shall be in- 12 corporated into and managed as part of the Machesna 13 Mountain Wilderness as designated by the California 14 Wilderness Act of 1984 (Public Law 98–425; 16 15 U.S.C. 1132 note). 16 (8) Certain land in the Los Padres National 17 Forest comprising approximately 30,184 acres, as 18 generally depicted on the map entitled ‘‘Matilija Wil- 19 derness Area Additions—Proposed’’ and dated March 20 29, 2019, which shall be incorporated into and man- 21 aged as part of the Matilija Wilderness as designated 22 by the Los Padres Condor Range and River Protec- 23 tion Act (Public Law 102–301; 16 U.S.C. 1132 note), and the Los Padres Con- 9 dor Range and River Protection Act (Public Law 10 102–301; 106 Stat. 242). 11 (10) Certain land in the Los Padres National 12 Forest comprising approximately 2,921 acres, as gen- 13 erally depicted on the map entitled ‘‘Santa Lucia 14 Wilderness Area Additions—Proposed’’ and dated 15 March 29, 2019, which shall be incorporated into and 16 managed as part of the Santa Lucia Wilderness as 17 designated by the Endangered American Wilderness 18 Act of 1978 (Public Law 95–237; 106 Stat. 242). 3 (12) Certain land in the Los Padres National 4 Forest comprising approximately 17,870 acres, as 5 generally depicted on the map entitled ‘‘Diablo 6 Caliente Wilderness Area—Proposed’’ and dated 7 March 29, 2019, which shall be known as the ‘‘Diablo 8 Caliente Wilderness’’. 9 (b) MAPS AND LEGAL DESCRIPTIONS.— 10 (1) IN GENERAL.—As soon as practicable after 11 the date of enactment of this Act, the Secretary shall 12 file maps and legal descriptions of the wilderness 13 areas with— 14 (A) the Committee on Energy and Natural 15 Resources of the Senate; and 16 (B) the Committee on Natural Resources of 17 the House of Representatives. 18 (2) FORCE OF LAW.—The maps and legal de- 19 scriptions filed under paragraph (1) shall have the 20 same force and effect as if included in this Act, except 21 that the Secretary may correct any clerical and typo- 22 graphical errors in the maps and legal descriptions. 23 (3) PUBLIC AVAILABILITY.—The maps and legal 24 descriptions filed under paragraph (1) shall be on file 25 VerDate Sep 11 2014 20:37 Feb 04, 2020 Jkt 099200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6203 E:\BILLS\H2199.RH H2199 pamtmann on DSKBC07HB2PROD with BILLS 9 •HR 2199 RH and available for public inspection in the appropriate 1 offices of the Forest Service and Bureau of Land 2 Management. 3 SEC. 4. DESIGNATION OF THE MACHESNA MOUNTAIN PO- 4 TENTIAL WILDERNESS. 5 (a) DESIGNATION.—In furtherance of the purposes of 6 the Wilderness Act (16 U.S.C. 1131 et seq.), certain land 7 in the Los Padres National Forest comprising approxi- 8 mately 2,359 acres, as generally depicted on the map enti- 9 tled ‘‘Machesna Mountain Potential Wilderness’’ and dated 10 March 29, 2019, is designated as the Machesna Mountain 11 Potential Wilderness Area. 12 (b) MAP AND LEGAL DESCRIPTION.— 13 (1) IN GENERAL.—As soon as practicable after 14 the date of enactment of this Act, the Secretary shall 15 file a map and legal description of the Machesna 16 Mountain Potential Wilderness Area (referred to in 17 this section as the ‘‘potential wilderness area’’) 18 with— 19 (A) the Committee on Energy and Natural 20 Resources of the Senate; and 21 (B) the Committee on Natural Resources of 22 the House of Representatives. 23 (2) FORCE OF LAW.—The map and legal descrip- 24 tion filed under paragraph (1) shall have the same 25 VerDate Sep 11 2014 20:37 Feb 04, 2020 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6203 E:\BILLS\H2199.RH H2199 pamtmann on DSKBC07HB2PROD with BILLS 10 •HR 2199 RH force and effect as if included in this Act, except that 1 the Secretary may correct any clerical and typo- 2 graphical errors in the map and legal description. 3 (3) PUBLIC AVAILABILITY.—The map and legal 4 description filed under paragraph (1) shall be on file 5 and available for public inspection in the appropriate 6 offices of the Forest Service. 7 (c) MANAGEMENT.—Except as provided in subsection 8 (d) and subject to valid existing rights, the Secretary shall 9 manage the potential wilderness area in accordance with 10 the Wilderness Act (16 U.S.C. 1131 et seq.). 11 (d) TRAIL USE, CONSTRUCTION, RECONSTRUCTION, 12 AND REALIGNMENT.— 13 (1) IN GENERAL.—In accordance with para- 14 graph (2), the Secretary may reconstruct, realign, or 15 reroute the Pine Mountain Trail. 16 (2) REQUIREMENT.—In carrying out the recon- 17 struction, realignment, or rerouting under paragraph 18 (1), the Secretary shall— 19 (A) comply with all existing laws (includ- 20 ing regulations); and 21 (B) to the maximum extent practicable, use 22 the minimum tool or administrative practice 23 necessary to accomplish the reconstruction, re- 24 alignment, or rerouting with the least amount of 25 VerDate Sep 11 2014 20:37 Feb 04, 2020 Jkt 099200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6203 E:\BILLS\H2199.RH H2199 pamtmann on DSKBC07HB2PROD with BILLS 11 •HR 2199 RH adverse impact on wilderness character and re- 1 sources. 2 (3) MOTORIZED VEHICLES AND MACHINERY.—In 3 accordance with paragraph (2), the Secretary may 4 use motorized vehicles and machinery to carry out the 5 trail reconstruction, realignment, or rerouting author- 6 ized by this subsection. 7 (4) MOTORIZED AND MECHANIZED VEHICLES.— 8 The Secretary may permit the use of motorized and 9 mechanized vehicles on the existing Pine Mountain 10 Trail in accordance with existing law (including reg- 11 ulations) and this subsection until such date as the 12 potential wilderness area is designated as wilderness 13 in accordance with subsection (h). 14 (e) WITHDRAWAL.—Subject to valid existing rights, the 15 Federal land in the potential wilderness area is withdrawn 16 from all forms of— 17 (1) entry, appropriation, or disposal under the 18 public land laws; 19 (2) location, entry, and patent under the mining 20 laws; and 21 (3) disposition under all laws pertaining to min- 22 eral and geothermal leasing or mineral materials. 23 (f) COOPERATIVE AGREEMENTS.—In carrying out this 24 section, the Secretary may enter into cooperative agree- 25 VerDate Sep 11 2014 20:37 Feb 04, 2020 Jkt 099200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6203 E:\BILLS\H2199.RH H2199 pamtmann on DSKBC07HB2PROD with BILLS 12 •HR 2199 RH ments with State, Tribal, and local governmental entities 1 and private entities to complete the trail reconstruction, re- 2 alignment, or rerouting authorized by subsection (d). 3 (g) BOUNDARIES.—The Secretary shall modify the 4 boundary of the potential wilderness area to exclude any 5 area within 150 feet of the centerline of the new location 6 of any trail that has been reconstructed, realigned, or re- 7 routed under subsection (d). 8 (h) WILDERNESS DESIGNATION.— 9 (1) IN GENERAL.—The potential wilderness area, 10 as modified under subsection (g) [Text truncated for display.
