A BILL
To require the Comptroller General of the United States
to conduct a study and submit a report on the effects
of food additives on children’s health.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Get Additives Out Act
4
of 2019’’.
5
SEC. 2. STUDY AND REPORT ON EFFECTS OF FOOD ADDI-
6
TIVES ON CHILDREN’S HEALTH.

(a) STUDY.—Not later than 18 months after the date
8
of the enactment of this Act, the Comptroller General of
9
the United States shall conduct a study—

(1) on the developmental and behavioral health
1
effects of food additives on children under 18 years
2
of age;
3
(2) on the physical health effects of food addi-
4
tives on such children;
5
(3) that assesses the capability of the Food and
6
Drug Administration to test and regulate the health
7
effects of food additives, including the extent to
8
which determinations that substances are not food
9
additives because the substances are generally recog-
10
nized as safe, within the meaning of section 201(s)
11
of the Federal Food, Drug, and Cosmetic Act (21
12
U.S.C. 321(s)), inhibits that regulation; and
13
(4) that provides recommendations for improv-
14
ing the ability of the Food and Drug Administration
15
to conduct oversight and assure the safety of food
16
additives.

(b) REPORT.—Not later than 18 months after the
18
date of the enactment of this Act, the Comptroller General
19
of the United States shall submit to the Commissioner of
20
Food and Drugs, the Committee on Energy and Com-
21
merce of the House of Representatives, and the Committee
22
on Health, Education, Labor, and Pensions of the Senate
23
a report on the results of the study conducted under sub-
24
section (a).

(c) FOOD ADDITIVE DEFINED.—In this section, the

term ‘‘food additive’’ has the meaning given such term in
2
section 201(s) of the Federal Food, Drug, and Cosmetic
3
Act (21 U.S.C. 321(s)).
