Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘John F. Kennedy Cen- 4 ter Reauthorization Act of 2019’’. 5 SEC. 2. AUTHORIZATION OF APPROPRIATIONS. 6 Section 13 of the John F. Kennedy Center Act (20 7 U.S.C. 76r) is amended by striking subsections (a) and 8 (b) and inserting the following: 9 VerDate Sep 11 2014 02:21 Apr 18, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H2197.IH H2197 pamtmann on DSKBFK8HB2PROD with BILLS 2 •HR 2197 IH ‘‘(a) MAINTENANCE, REPAIR, AND SECURITY.— 1 There are authorized to be appropriated to the Board to 2 carry out section 4(a)(1)(H)— 3 ‘‘(1) $26,000,000 for fiscal year 2020; 4 ‘‘(2) $27,000,000 for fiscal year 2021; 5 ‘‘(3) $28,000,000 for fiscal year 2022; 6 ‘‘(4) $29,000,000 for fiscal year 2023; and 7 ‘‘(5) $30,000,000 for fiscal year 2024. 8 ‘‘(b) CAPITAL PROJECTS.—There are authorized to 9 be appropriated to the Board to carry out subparagraphs 10 (F) and (G) of section 4(a)(1)— 11 ‘‘(1) $17,000,000 for fiscal year 2020; 12 ‘‘(2) $18,000,000 for fiscal year 2021; 13 ‘‘(3) $19,000,000 for fiscal year 2022; 14 ‘‘(4) $20,000,000 for fiscal year 2023; and 15 ‘‘(5) $21,000,000 for fiscal year 2024.’’. 16 SEC. 3. COMMEMORATION OF THE JOHN F. KENNEDY CEN- 17 TER FOR THE PERFORMING ARTS. 18 (a) SENSE OF CONGRESS.—It is the sense of Con- 19 gress that the John F. Kennedy Center for the Performing 20 Arts (referred to in this Act as the ‘‘Center’’)— 21 (1) recognize the 50th anniversary of the open- 22 ing of the Center; 23 (2) acknowledge and commemorate the mission 24 of the Center as a national center for the performing 25 VerDate Sep 11 2014 02:21 Apr 18, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2197.IH H2197 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 2197 IH arts and a national memorial to President John F. 1 Kennedy; and 2 (3) recognize the 60th anniversary of the sign- 3 ing of the National Cultural Center Act (now known 4 as the ‘‘John F. Kennedy Center Act’’) (20 U.S.C. 5 76h et seq.), signed into law by President Dwight D. 6 Eisenhower on September 2, 1958. 7 (b) AUTHORIZATION FOR PLAQUE.— 8 (1) IN GENERAL.—The Center shall place with- 9 in the Center a plaque containing an inscription to 10 commemorate the 60th anniversary of the signing of 11 the National Cultural Center Act (20 U.S.C. 76h et 12 seq.) by President Dwight D. Eisenhower. 13 (2) SPECIFICATIONS.—The plaque shall be— 14 (A)(i) not less than 6 square feet in size; 15 and 16 (ii) not more than 18 square feet in size; 17 (B) of any shape that the Trustees of the 18 Center determine to be appropriate; and 19 (C) placed at a location within the Center 20 approximate to the Eisenhower Theater that 21 the Trustees of the Center determine to be ap- 22 propriate. 23 (3) FUNDING.— 24 VerDate Sep 11 2014 02:21 Apr 18, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2197.IH H2197 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 2197 IH (A) IN GENERAL.—No Federal funds may 1 be used to design, procure, or install the plaque. 2 (B) EXCEPTION.—Subparagraph (A) shall 3 not affect the payment of salaries, expenses, 4 and benefits otherwise authorized by law for 5 members and employees of the Center who par- 6 ticipate in carrying out this subsection. 7 (4) PRIVATE FUNDRAISING AUTHORIZED.— 8 (A) IN GENERAL.—The Center may solicit 9 and accept private contributions for the design, 10 procurement, and installation of the plaque. 11 (B) ACCOUNTING.—The Center may— 12 (i) establish an account into which 13 any contributions received pursuant to sub- 14 paragraph (A) shall be deposited; and 15 (ii) maintain documentation of any 16 contributions received pursuant to sub- 17 paragraph (A). 18 Æ VerDate Sep 11 2014 02:21 Apr 18, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H2197.IH H2197 pamtmann on DSKBFK8HB2PROD with BILLS
