A BILL
To enhance the ability of Federal agencies to deliver reloca-
tion management services to the Federal Government,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Relocation Expense
4
Parity Act’’.

SEC. 2. REIMBURSEMENT OF FEDERAL EMPLOYEES FOR

FEDERAL, STATE AND LOCAL INCOME TAXES

INCURRED
DURING
TRAVEL,
TRANSPOR-

TATION, AND RELOCATION.

(a) IN GENERAL.—Section 5724b of title 5, United
5
States Code, is amended—
6
(1) in the section heading, by striking ‘‘of em-
7
ployees transferred’’;
8
(2) in subsection (a)—
9
(A) in the first sentence, by striking ‘‘em-
10
ployee, or by an employee and such employee’s
11
spouse (if filing jointly), for any moving or stor-
12
age’’ and inserting ‘‘individual, or by an indi-
13
vidual and such individual’s spouse (if filing
14
jointly), for any travel, transportation, or relo-
15
cation’’; and
16
(B) in the second sentence, by striking
17
‘‘employee’’ and inserting ‘‘individual, or the in-
18
dividual’’; and
19
(3) by striking subsection (b) and inserting the
20
following:

‘‘(b) For purposes of this section, the term ‘travel,
22
transportation, or relocation expenses’ means all travel,
23
transportation, or relocation expenses reimbursed or fur-
24
nished in kind pursuant to subchapter II of this chapter
25
or chapter 41.’’.

(b) TECHNICAL AND CONFORMING AMENDMENT.—

The table of sections for chapter 57 of title 5, United
2
States Code, is amended by striking the item relating to
3
section 5724b and inserting the following:
4
‘‘5724b. Taxes on reimbursements for travel, transportation, and relocation ex-
penses.’’.
(c) RETROACTIVE EFFECTIVE DATE.—The amend-
5
ments made by this section shall take effect as though en-
6
acted on January 1, 2018.
