DEFINITIONS. 4 In this Act: 5 (1) ARTIFICIAL INTELLIGENCE.—The term ‘‘ar- 6 tificial intelligence’’— 7 (A) means intelligent machines that use al- 8 gorithms, computer programs, and other tech- 9 niques to behave in ways commonly thought to 10 require intelligence; and 11 (B) includes forms such as machine learn- 12 ing, computer vision, and natural language 13 processing. 14 (2) ADVISORY COMMITTEE.—The term ‘‘Advi- 15 sory Committee’’ means the committee established 16 or designated under section 104. 17 (3) EMERGING RESEARCH INSTITUTION.—The 18 term ‘‘emerging research institution’’ means an in- 19 stitution of higher education that— 20 (A) receives less than $20,000,000 in Fed- 21 eral research funding annually; and 22 (B) may grant a doctoral degree. 23 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 2202 IH (4) INDUSTRY.—The term ‘‘industry’’ means 1 entities in industries relevant to artificial intel- 2 ligence. 3 (5) INITIATIVE.—The term ‘‘Initiative’’ means 4 the National Artificial Intelligence Initiative estab- 5 lished under section 101. 6 (6) INSTITUTIONS OF HIGHER EDUCATION.— 7 The term ‘‘institutions of higher education’’ has the 8 meaning given the term in section 101 of the Higher 9 Education Act of 1965 (20 U.S.C. 1001). 10 (7) INTERAGENCY COMMITTEE.—The term 11 ‘‘Interagency Committee’’ means the committee es- 12 tablished or designated under section 104(a). 13 (8) K–12 EDUCATION.—The term ‘‘K–12 edu- 14 cation’’ means elementary school and secondary edu- 15 cation, as such terms are defined in section 8101 of 16 the Elementary and Secondary Education Act of 17 1965 (20 U.S.C. 7801). 18 (9) MACHINE LEARNING.—The term ‘‘machine 19 learning’’ means a subfield of artificial intelligence 20 that is characterized by giving computers the auton- 21 omous ability to progressively optimize performance 22 of a specific task based on data without being explic- 23 itly programmed. 24 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 5 •HR 2202 IH TITLE I—NATIONAL ARTIFICIAL 1 INTELLIGENCE INITIATIVE 2 SEC. 101. NATIONAL ARTIFICIAL INTELLIGENCE INITIA- 3 TIVE. 4 The President shall establish and implement an ini- 5 tiative with respect to artificial intelligence, to be known 6 as the ‘‘National Artificial Intelligence Initiative’’. In car- 7 rying out the Initiative, the President shall, acting through 8 appropriate Federal entities, including the Networking 9 and Information Technology Research and Development 10 Program— 11 (1) establish the objectives, priorities, and 12 metrics for the strategic plans under section 103 to 13 accelerate development of artificial intelligence 14 science and technology applications in the United 15 States; 16 (2) invest in artificial intelligence science and 17 technology research, development, demonstration, 18 application to analysis and modeling, and other ac- 19 tivities; 20 (3) support the development of an artificial in- 21 telligence science and technology workforce pipeline 22 by making strategic investments to— 23 (A) expand the number of researchers, 24 educators, and students with training in artifi- 25 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 6 •HR 2202 IH cial intelligence science and technology to de- 1 velop a workforce pipeline; 2 (B) increase the number of skilled and 3 trained workers from underrepresented groups 4 who can contribute to the development of artifi- 5 cial intelligence technologies, diversify the work- 6 force, and expand the workforce pipeline; 7 (C) promote the development and inclusion 8 of multidisciplinary curricula and research op- 9 portunities for artificial intelligence science and 10 engineering, including advanced technological 11 education, during the primary, secondary, un- 12 dergraduate, graduate, postdoctoral, adult 13 learning, and career retraining stages of edu- 14 cation; and 15 (D) equip workers with the knowledge and 16 skill sets required to operate effectively in occu- 17 pations and workplaces that will be increasingly 18 influenced by artificial intelligence; 19 (4) facilitate coordination of efforts and collabo- 20 ration with respect to artificial intelligence among 21 Government, Federal and national laboratories, non- 22 profit organizations, institutions of higher education, 23 and industry; 24 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 7 •HR 2202 IH (5) leverage existing Federal investments, and 1 partner with industry and institutions of higher edu- 2 cation to leverage knowledge and resources, to ad- 3 vance objectives and priorities of the Initiative; 4 (6) strengthen research, development, dem- 5 onstration, and application in the fields of artificial 6 intelligence science and technology by— 7 (A) addressing basic research knowledge 8 gaps with respect to artificial intelligence 9 through research; 10 (B) promoting the further development of 11 facilities and centers available for artificial in- 12 telligence science and technology research, test- 13 ing, and education; 14 (C) stimulating research on, and pro- 15 moting more rapid development and commer- 16 cialization of, artificial intelligence-based tech- 17 nologies; 18 (D) promoting research into the effects of 19 artificial intelligence and applications of artifi- 20 cial intelligence on society, the workforce and 21 workplace, and individuals, including those from 22 underrepresented groups; 23 (E) promoting data sharing among the 24 Federal Government, academic researchers, the 25 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 8 •HR 2202 IH private sector, and other practitioners of artifi- 1 cial intelligence; 2 (F) identifying and minimizing inappro- 3 priate bias in data sets, algorithms, and other 4 aspects of artificial intelligence; and 5 (G) supporting efforts to create metrics to 6 assess safety, security, and reliability of applica- 7 tions of artificial intelligence science and tech- 8 nology; and 9 (7) ensure that artificial intelligence research, 10 development, demonstration, and application efforts 11 create measurable benefits for all individuals in the 12 United States, including members of disadvantaged 13 and underrepresented groups. 14 SEC. 102. NATIONAL ARTIFICIAL INTELLIGENCE COORDI- 15 NATION OFFICE. 16 (a) IN GENERAL.—The Director of the Office of 17 Science and Technology Policy, in consultation with the 18 Director of the National Science Foundation, the Sec- 19 retary of Energy, and the Secretary of Commerce shall 20 establish or designate, and appoint a director of, an office 21 to be known as the ‘‘National Artificial Intelligence Co- 22 ordination Office’’. 23 (b) DUTIES.—The National Artificial Intelligence Co- 24 ordination Office shall— 25 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 9 •HR 2202 IH (1) provide technical and administrative support 1 to the Advisory Committee; 2 (2) serve as the point of contact on Federal ar- 3 tificial intelligence activities for government organi- 4 zations, academia, industry, professional societies, 5 State artificial intelligence programs, interested cit- 6 izen groups, and others to exchange technical and 7 programmatic information; 8 (3) conduct public outreach, including dissemi- 9 nation of findings and recommendations of the Advi- 10 sory Committee, as appropriate; and 11 (4) promote access to and early application of 12 the technologies, innovations, and expertise derived 13 from Initiative activities to agency missions and sys- 14 tems across the Federal Government, and to United 15 States industry, including startup companies. 16 (c) FUNDING.—The National Artificial Intelligence 17 Coordination Office shall be funded through interagency 18 funding. 19 (d) REPORT.—Within 90 days after the date of en- 20 actment of this Act, the Director of the Office of Science 21 and Technology Policy shall report to the Senate Com- 22 mittee on Commerce, Science, and Transportation, and 23 the House of Representatives Committee on Science, 24 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 10 •HR 2202 IH Space, and Technology on the funding of the Artificial In- 1 telligence Coordination Office. The report shall include— 2 (1) the amount of funding required to ade- 3 quately fund the Office; 4 (2) the adequacy of existing mechanisms to 5 fund this Office; and 6 (3) the actions taken by the Director to ensure 7 stable funding of this Office. 8 SEC. 103. INTERAGENCY COMMITTEE. 9 (a) IN GENERAL.—The Director of the Office of 10 Science and Technology Policy shall establish or designate 11 an Interagency Committee on Artificial Intelligence. 12 (b) DUTIES.—The Interagency Committee, in con- 13 sultation with the Advisory Committee, shall— 14 (1) coordinate the artificial intelligence and 15 technology research and education activities and pro- 16 grams of the Federal agencies; 17 (2) establish objectives and priorities of the Ini- 18 tiative, consistent with the goals in section 3, based 19 on identified knowledge and workforce gaps and 20 other national needs; 21 (3) assess and recommend Federal infrastruc- 22 ture needs to support the Initiative; and 23 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 11 •HR 2202 IH (4) evaluate opportunities for international co- 1 operation with strategic allies on research and devel- 2 opment in artificial intelligence and technology. 3 (c) CHAIRS.—The Interagency Committee shall be 4 jointly chaired by the Director of the National Institute 5 of Standards and Technology, the Director of the National 6 Science Foundation, and the Secretary of Energy. 7 (d) STRATEGIC PLAN.—Not later than 1 year after 8 the date of enactment of this Act, the Advisory Committee 9 shall develop a 5-year strategic plan, and 6 years after 10 enactment of the Act develop an additional 5-year stra- 11 tegic plan, with periodic updates as appropriate to guide 12 the activities of the Initiative, meet Initiative goals and 13 priorities, and anticipate outcomes at the participating 14 agencies. In carrying out this subsection, the Interagency 15 Committee should take in to consideration the reports 16 from the Advisory Committee, as described below. 17 (e) COMPOSITION.—The Interagency Committee shall 18 be comprised of representatives from— 19 (1) the National Institute of Standards and 20 Technology; 21 (2) the National Science Foundation; 22 (3) the Department of Energy; 23 (4) the National Aeronautics and Space Admin- 24 istration; 25 VerDate Sep 11 2014 18:39 Apr 19, 2019 Jkt 089200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\H2202.IH H2202 pamtmann on DSKBFK8HB2PROD with BILLS 12 •HR 2202 IH (5) the Department of Defense; 1 (6) the Office of the Director of National Intel- 2 ligence; 3 (7) the Office of Management and Budget; 4 (8) the Office of Science and Technology Policy; 5 (9) the National Institutes of Health; and 6 (10) any other Federal agency as considered 7 appropriate by the Director of the Office of Science 8 and Technology Policy. 9 SEC. 104. ADVISORY COMMITTEE. 10 (a) IN GENERAL.—The Director of the Office of 11 Science and Technology Policy (in this section referred to 12 as the ‘‘Director’’) shall establish or designate an National 13 Artificial Intelligence Advisory Committe [Text truncated for display.
