on Energy and Commerce Act
A BILL
To require the Federal Energy Regulatory Commission to
revoke a certificate of public convenience and necessity
issued under section 7 of the Natural Gas Act as such
certificate applies to the Weymouth Compressor Station,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Pipeline and Com-
4
pressor Safety Verification Act of 2019’’.
5
SEC. 2. REVOCATIONS.

(a) WEYMOUTH COMPRESSOR STATION.—

(1) IN GENERAL.—Not later than 30 days after
1
the date of enactment of this Act, the Federal En-
2
ergy Regulatory Commission shall issue an order re-
3
voking the certificate of public convenience and ne-
4
cessity authorizing the construction and operation of
5
the Atlantic Bridge Project and issued under section
6
7 of the Natural Gas Act (15 U.S.C. 717f) on Janu-
7
ary 25, 2017, as such certificate applies with respect
8
to the proposed Weymouth Compressor Station in
9
Weymouth, Massachusetts.

(2) FUTURE ACTIONS.—After issuing an order
11
under paragraph (1), the Federal Energy Regulatory
12
Commission may not, with respect to the proposed
13
Weymouth Compressor Station in Weymouth, Mas-
14
sachusetts, issue a certificate of public convenience
15
and necessity under section 7 of the Natural Gas
16
Act (15 U.S.C. 717f) or take any other action ap-
17
proving the Weymouth Compressor Station, unless
18
and until the Commission receives written certifi-
19
cation that the construction and operation of the
20
Weymouth Compressor Station will not pose a dan-
21
ger to surrounding residential communities and the
22
general public from each of the following:

setts.

(B) The State Fire Marshal for Massachu-

setts.

(b) WEST ROXBURY LATERAL.—
8
(1) IN GENERAL.—Not later than 30 days after
9
the date of enactment of this Act, the Federal En-
10
ergy Regulatory Commission shall issue an order re-
11
voking the certificate of public convenience and ne-
12
cessity authorizing the construction and operation of
13
the Algonquin Incremental Market Project and
14
issued under section 7 of the Natural Gas Act (15
15
U.S.C. 717f) on March 3, 2015, as such certificate
16
applies with respect to approximately 4.1 miles of
17
16-inch-diameter pipeline and approximately 0.8
18
miles of 24-inch-diameter pipeline off of the I–4 Sys-
19
tem Lateral of Algonquin Gas Transmission, LLC,
20
in Norfolk and Suffolk Counties, Massachusetts
21
(commonly known, and in this subsection referred
22
to, as the ‘‘West Roxbury Lateral’’).

(2) FUTURE ACTIONS.—After issuing an order
24
under paragraph (1), the Federal Energy Regulatory

Commission may not, with respect to the West

Roxbury Lateral, issue a certificate of public conven-
2
ience and necessity under section 7 of the Natural
3
Gas Act (15 U.S.C. 717f) or take any other action
4
approving the West Roxbury Lateral, unless and
5
until the Commission receives written certification
6
that the construction and operation of the West
7
Roxbury Lateral will not pose a danger to sur-
8
rounding residential communities and the general
9
public from each of the following:
10
(A) The Secretary of the Executive Office
11
of Public Safety and Security for Massachu-
12
setts.
13
(B) The State Fire Marshal for Massachu-
14
setts.

(C) The Director of the Massachusetts
16
Pipeline Safety Division.
