To reinstate Federal Pell Grant eligibility for individuals
incarcerated in Federal and State penal institutions, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Restoring Education
4
And Learning Act of 2019’’ or the ‘‘REAL Act of 2019’’.

SEC. 2. REINSTATEMENT OF FEDERAL PELL GRANT ELIGI-

BILITY.

Section 401(b) of the Higher Education Act of 1965

(20 U.S.C. 1070a(b)) is amended—
