Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ENERGY DIPLOMACY AND SECURITY WITHIN THE 1 DEPARTMENT OF STATE. 2 (a) IN GENERAL.—Subsection (c) of section 1 of the 3 State Department Basic Authorities Act of 1956 (22 4 U.S.C. 2651a) is amended— 5 (1) by redesignating paragraph (3) as para- 6 graph (4); and 7 (2) by inserting after paragraph (2) the fol- 8 lowing new paragraph: 9 ‘‘(3) ENERGY RESOURCES.— 10 ‘‘(A) AUTHORIZATION FOR ASSISTANT SEC- 11 RETARY.—Subject to the numerical limitation 12 specified in paragraph (1), there is authorized 13 to be established in the Department of State an 14 Assistant Secretary of State for Energy Re- 15 sources. 16 ‘‘(B) PERSONNEL.—The Secretary of 17 State shall ensure that there are sufficient per- 18 sonnel dedicated to energy matters within the 19 Department of State who shall be responsible 20 for— 21 ‘‘(i) formulating and implementing 22 international policies, in coordination with 23 Secretary of Energy, as appropriate, aimed 24 at protecting and advancing United States 25 energy security interests by effectively 26 VerDate Sep 11 2014 03:50 Apr 13, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2046.IH H2046 kjohnson on DSK79L0C42 with BILLS 3 •HR 2046 IH managing United States bilateral and mul- 1 tilateral relations; 2 ‘‘(ii) ensuring that analyses of the na- 3 tional security implications of global en- 4 ergy and environmental developments are 5 reflected in the decision making process 6 within the Department of State; 7 ‘‘(iii) incorporating energy security 8 priorities into the activities of the Depart- 9 ment of State; 10 ‘‘(iv) coordinating energy activities 11 within the Department of State and with 12 relevant Federal agencies; 13 ‘‘(v) working internationally to— 14 ‘‘(I) support the development of 15 energy resources and the distribution 16 of such resources for the benefit of 17 the United States and United States 18 allies and trading partners for their 19 energy security and economic develop- 20 ment needs; 21 ‘‘(II) promote availability of di- 22 versified energy supplies and a well- 23 functioning global market for energy 24 resources, technologies, and expertise 25 VerDate Sep 11 2014 03:50 Apr 13, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2046.IH H2046 kjohnson on DSK79L0C42 with BILLS 4 •HR 2046 IH for the benefit of the United States 1 and United States allies and trading 2 partners; 3 ‘‘(III) resolve international dis- 4 putes regarding the exploration, devel- 5 opment, production, or distribution of 6 energy resources; 7 ‘‘(IV) support the economic and 8 commercial interests of United States 9 persons operating in the energy mar- 10 kets of foreign countries; and 11 ‘‘(V) support and coordinate 12 international efforts to alleviate en- 13 ergy poverty; 14 ‘‘(vi) leading the United States com- 15 mitment to the Extractive Industries 16 Transparency Initiative; 17 ‘‘(vii) coordinating within the Depart- 18 ment of State and with relevant Federal 19 departments and agencies on developing 20 and implementing international energy-re- 21 lated sanctions; and 22 ‘‘(viii) coordinating energy security 23 and other relevant functions within the De- 24 VerDate Sep 11 2014 03:50 Apr 13, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2046.IH H2046 kjohnson on DSK79L0C42 with BILLS 5 •HR 2046 IH partment of State currently undertaken 1 by— 2 ‘‘(I) the Bureau of Economic and 3 Business Affairs of the Department of 4 State; 5 ‘‘(II) the Bureau of Oceans and 6 International Environmental and Sci- 7 entific Affairs of the Department of 8 State; and 9 ‘‘(III) other offices within the 10 Department of State.’’. 11 (b) CONFORMING AMENDMENT.—Section 931 of the 12 Energy Independence and Security Act of 2007 (42 13 U.S.C. 17371) is amended— 14 (1) by striking subsections (a) and (b); and 15 (2) by redesignating subsections (c) and (d) as 16 subsections (a) and (b), respectively. 17 Æ VerDate Sep 11 2014 03:50 Apr 13, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\H2046.IH H2046 kjohnson on DSK79L0C42 with BILLS
