To amend the Public Health Service Act to expand the authority of the
Secretary of Health and Human Services to permit nurses to practice
in health care facilities with critical shortages of nurses through pro-
grams for loan repayment and scholarships for nurses.

A BILL
To amend the Public Health Service Act to expand the
authority of the Secretary of Health and Human Services
to permit nurses to practice in health care facilities with
critical shortages of nurses through programs for loan
repayment and scholarships for nurses.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Nursing Where It’s

Needed Act’’ or the ‘‘Nursing WIN Act’’.
