SHORT TITLE. 1 This Act may be cited as the ‘‘Disclosing Aid Spent 2 to Ensure Relief Act’’ or the ‘‘DISASTER Act’’. 3 SEC. 2. FINDINGS. 4 Congress finds the following: 5 (1) At a time of constrained budgets, it is fis- 6 cally prudent to understand the amount and the 7 scope of the Federal Government’s involvement in 8 providing disaster-related assistance to communities 9 in need. 10 (2) The Federal Government does not provide 11 a single, publicly available estimate of the amount it 12 is spending on disaster-related assistance. 13 (3) Because recovery is a long-term process, 14 providing disaster-related assistance requires signifi- 15 cant Federal resources to support a multi-agency, 16 multi-year restoration of infrastructure and com- 17 merce in affected communities. 18 (4) Understanding the expenditures of indi- 19 vidual Federal agencies for disaster-related assist- 20 ance will help better inform the congressional appro- 21 priations process, as well as presidential budget re- 22 quests. 23 (5) Knowledge about disaster-related expenses 24 will illustrate opportunities for reducing these ex- 25 VerDate Sep 11 2014 23:34 Jul 25, 2019 Jkt 034408 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1984.RFS H1984 Pbinns on DSK79D2C42PROD with BILLS 3 HR 1984 RFS penses through efforts to reduce vulnerabilities to 1 future natural disasters. 2 SEC. 3. PURPOSE. 3 The purpose of this Act is to require the Director 4 of the Office of Management and Budget to annually sub- 5 mit to Congress a report on all disaster-related assistance 6 provided by the Federal Government. 7 SEC. 4. REPORTING OF DISASTER-RELATED ASSISTANCE. 8 (a) IN GENERAL.—Chapter 11 of title 31, United 9 States Code, is amended by adding at the end the fol- 10 lowing new section: 11 ‘‘§ 1127. Reporting of disaster-related assistance 12 ‘‘(a) IN GENERAL.—On the same day that the Presi- 13 dent makes the annual budget submission to the Congress 14 under section 1105(a) for a fiscal year, the Director of 15 the Office of Management and Budget shall submit to 16 Congress a report on Federal disaster-related assistance 17 for the fiscal year ending in the calendar year immediately 18 preceding the calendar year in which the annual budget 19 submission is made. Disaster-related assistance encom- 20 passes Federal obligations related to disaster response, re- 21 covery, and mitigation efforts, as well as administrative 22 costs associated with these Overall amount of disaster-related assist- 9 ance obligations during the fiscal year. 10 ‘‘(2) Disaster-related assistance obligations by 11 agency and account. 12 ‘‘(3) Disaster for which the spending was obli- 13 gated. 14 ‘‘(4) Obligations by disaster. 15 ‘‘(5) Disaster-related assistance by disaster 16 type. 17 ‘‘(6) Response and recovery spending. 18 ‘‘(7) Mitigation spending. 19 ‘‘(8) Spending in the form of loans. 20 ‘‘(9) Spending in the form of grants. 21 ‘‘(c) AVAILABILITY OF REPORT.—The report shall be 22 made publicly available on the website of the Office of 23 Management ‘‘1127. Reporting of disaster-related assistance.’’. SEC. 5. EFFECTIVE DATE. 4 The reporting requirement under the amendment 5 made by section 3(a) shall take effect with the budget sub- 6 mission of the President under section 1105(a) of title 31, 7 United States Code, for fiscal year 2022. 8 Passed the House of Representatives July 24, 2019.
