SHORT TITLE. 1 This Act may be cited as the ‘‘Quadrennial Homeland 2 Security Review Technical Corrections Act of 2019’’. 3 SEC. 2. TECHNICAL CORRECTIONS TO QUADRENNIAL 4 HOMELAND SECURITY REVIEW. 5 (a) IN GENERAL.—Section 707 of the Homeland Se- 6 curity Act of 2002 (6 U.S.C. 347) is amended— 7 (1) in subsection (a)(3)— 8 (A) in subparagraph (B), by striking 9 ‘‘and’’ after the semicolon at the end; 10 (B) by redesignating subparagraph (C) as 11 subparagraph (D); and 12 (C) by inserting after subparagraph (B) 13 the following new subparagraph: 14 ‘‘(C) representatives from appropriate ad- 15 visory committees established pursuant to sec- 16 tion 871, including the Homeland Security Ad- 17 visory Council and the Homeland Security 18 Science and Technology Advisory Committee, or 19 otherwise established, including the Aviation 20 Security Advisory Committee established pursu- 21 ant to section 44946 of title 49, United States 22 Code; 2 (B) in paragraph (3)— 3 (i) by inserting ‘‘, to the extent prac- 4 ticable,’’ after ‘‘describe’’; and 5 (ii) by striking ‘‘budget plan’’ and in- 6 serting ‘‘resources required’’; 7 (C) in paragraph (4)— 8 (i) by inserting ‘‘, to the extent prac- 9 ticable,’’ after ‘‘identify’’; 10 (ii) by striking ‘‘budget plan required 11 to provide sufficient resources to success- 12 fully’’ and inserting ‘‘resources required 13 to’’; and 14 (iii) by striking the semicolon at the 15 end and inserting the following: ‘‘, includ- 16 ing any resources identified from redun- 17 dant, wasteful, or unnecessary capabilities 18 or capacities that may be redirected to bet- 19 ter support other existing capabilities or 20 capacities, as the case may be; 5 (B) in paragraph (2)— 6 (i) in subparagraph (B), by striking 7 ‘‘description of the threats to’’ and insert- 8 ing ‘‘risk assessment of’’; 9 (ii) in subparagraph (C), by inserting 10 ‘‘, as required under subsection (b)(2)’’ be- 11 fore the semicolon at the end; 2 (II) by striking ‘‘the status of’’; 3 (III) by inserting ‘‘and risks’’ be- 4 fore ‘‘to national homeland’’; and 5 (IV) by inserting ‘‘and’’ after the 6 semicolon at the end; 7 (vi) by striking subparagraph (H); 8 and 9 (vii) by redesignating subparagraph 10 (I) as subparagraph (H); 11 (C) by redesignating paragraph (3) as 12 paragraph (4); and 13 (D) by inserting after paragraph (2) the 14 following new paragraph: 15 ‘‘(3) DOCUMENTATION.—The Secretary shall 16 retain and, upon request, provide to Congress the 17 following documentation regarding each quadrennial 18 homeland security review: 19 ‘‘(A) Records regarding the consultation 20 carried out pursuant to subsection (a)(3), in- 21 cluding the following: 22 ‘‘(i) All written communications, in- 23 cluding communications sent out by the 24 Secretary and feedback submitted to the 25 VerDate Sep 11 2014 00:05 May 17, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1892.RFS H1892 kjohnson on DSK79L0C42 with BILLS 6 HR 1892 RFS Secretary through technology, online com- 1 munications tools, in-person discussions, 2 and the interagency process. 3 ‘‘(ii) Information on how feedback re- 4 ceived by the Secretary informed each such 5 quadrennial homeland security review. 6 ‘‘(B) Information regarding the risk as- 7 sessment required pursuant to subsection 8 (c)(2)(B), including the following: 9 ‘‘(i) The risk model utilized to gen- 10 erate such risk assessment. 11 ‘‘(ii) Information, including data used 12 in the risk model, utilized to generate such 13 risk assessment. 14 ‘‘(iii) Sources of information, includ- 15 ing other risk assessments, utilized to gen- 16 erate such risk assessment. 17 ‘‘(iv) Information on assumptions, 18 weighing factors, and subjective judgments 19 utilized to generate such risk assessment, 20 together with information on the rationale 21 or basis thereof.’’; 22 (4) by redesignating subsection (d) as sub- 23 section (e); and 24 VerDate Sep 11 2014 00:05 May 17, 2019 Jkt 089200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H1892.RFS H1892 kjohnson on DSK79L0C42 with BILLS 7 HR 1892 RFS (5) by inserting after subsection (c) the fol- 1 lowing new subsection: 2 ‘‘(d) REVIEW.—Not later than 90 days after the sub- 3 mission of each report required under subsection (c)(1), 4 the Secretary shall provide to the Committee on Homeland 5 Security of the House of Representatives and the Com- 6 mittee on Homeland Security and Governmental Affairs 7 of the Senate information on the degree to which the find- 8 ings and recommendations developed in the quadrennial 9 homeland security review that is the subject of such report 10 were integrated into the acquisition strategy and expendi- 11 ture plans for the Department.’’. 12 (b) EFFECTIVE DATE.—The amendments made by 13 this Act shall apply with respect to a quadrennial home- 14 land security review conducted after December 31, 2021. 15 Passed the House of Representatives May 15, 2019.
