To establish a task force on NOTAM improvements, and
for other purposes.

SECTION 1. SHORT TITLE.
1
This Act may be cited as the ‘‘Notice to Airmen Im-
2
provement Act of 2019’’.

SEC. 2. FAA TASK FORCE ON NOTAM IMPROVEMENT.
4
(a) ESTABLISHMENT.—The Administrator of the
5
Federal Aviation Administration shall establish a special
6
task force to be known as the FAA Task Force on
7
NOTAM Improvement (in this section referred to as the
8
‘‘Task Force’’).
9
(b) COMPOSITION.—The Task Force shall consist of
10
members appointed by the Administrator and shall include
11
the following:
12
(1) Air carrier representatives.
13
(2) Labor union representatives.
14
(3) General and business aviation representa-
15
tives.
16
(4) Aviation safety experts with knowledge of
17
international and domestic regulatory requirements
18
for notices to airmen (in this section referred to as
19
‘‘NOTAMs’’).
20
(5) Human factors experts.
21
(c) DUTIES.—The duties of the Task Force shall in-
22
clude—
23
(1) reviewing existing methods for presenting
24
NOTAMs and flight operations information to pilots;

(2) reviewing regulations and policies relating

to NOTAMs, including their content and presen-
2
tation to pilots;
3
(3) evaluating and determining best practices to
4
organize, prioritize, and present flight operations in-
5
formation in a manner that optimizes pilot review
6
and retention of relevant information; and
7
(4) providing recommendations in the following
8
areas:
9
(A) Improving the presentation of NOTAM
10
information in a manner that prioritizes or
11
highlights the most important information, and
12
optimizes pilot review and retention of relevant
13
information.
14
(B) Ways to ensure that NOTAMs are
15
complete, accurate, and contain the proper in-
16
formation.
17
(C) Any other best practices that the FAA
18
should consider to improve the accuracy and
19
understandability of NOTAMs and the display
20
of flight operations information.
21
(D) Ways to work with air carriers, other
22
airspace users, and aviation service providers to
23
implement solutions that are aligned with the
24
recommendations under this paragraph.

(d) REPORT.—Not later than 1 year after the date
1
of the establishment of the Task Force, the Task Force
2
shall submit to the Committee on Transportation and In-
3
frastructure of the House of Representatives and the Com-
4
mittee on Commerce, Science, and Transportation of the
5
Senate a report detailing—
6
(1) the results of the reviews and evaluations of
7
the Task Force under subsection (c);
8
(2) the best practices identified and rec-
9
ommendations provided by the Task Force under
10
subsection (c);
11
(3) any recommendations of the Task Force for
12
additional regulatory or policy actions to improve the
13
presentation of NOTAMs; and
14
(4) the degree to which implementing the rec-
15
ommendations of the Task Force will address Na-
16
tional Transportation Safety Board Safety Rec-
17
ommendation A–18–024.

(e) APPLICABLE LAW.—The Federal Advisory Com-
19
mittee Act (5 U.S.C. App.) shall not apply to the Task
20
Force.
21
(f) SUNSET.—The Task Force shall terminate on the
22
earlier of—
23
(1) the date on which the Task Force submits
24
the report required under subsection (d); or

(2) the date that is 18 months after the date
1
on which the Task Force is established under sub-
2
section (a).

(g) AUTHORITY.—The Administrator shall have the
4
authority to carry out the recommendations of the Task
5
Force outlined in the report required under subsection (d).
