A BILL
To prohibit Federal funding of State firearm ownership
databases, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Gun Owner Registra-
4
tion Information Protection Act’’.

SEC. 2. PROHIBITION ON FEDERAL FUNDING OF STATE

FIREARM OWNERSHIP DATABASES.

(a) DEFINITIONS.—In this section:
3
(1) STATE.—The term ‘‘State’’ means each of
4
the several States, the District of Columbia, the
5
Commonwealth of Puerto Rico, the Commonwealth
6
of the Northern Mariana Islands, American Samoa,
7
Guam, the United States Virgin Islands, and any
8
other territory or possession of the United States.

(2) STATE FIREARM OWNERSHIP DATABASE.—
10
The term ‘‘State firearm ownership database’’
11
means a comprehensive or partial database of a
12
State or political subdivision of a State that lists—
13
(A) firearms lawfully owned or possessed
14
by individuals; or
15
(B) individuals who lawfully own or pos-
16
sess firearms.

(b) PROHIBITION.—A Federal agency may not fund
18
or otherwise support the establishment or maintenance of
19
a State firearm ownership database.
20
(c) EXCEPTION.—Subsection (b) shall not apply to
21
a database of a State or political subdivision of a State
22
that lists—
23
(1) firearms that have been reported as lost or
24
stolen; or
