Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SCHOOL-WIDE ACCESS TO ARTS EDUCATION. 1 Section 1114(b)(7)(A)(iii) of the Elementary and 2 Secondary Education Act of 1965 (20 U.S.C. 3 6314(b)(7)(A)(iii)) is amended— 4 (1) in each of subclauses (IV) and (V), by strik- 5 ing ‘‘; and’’ and inserting a semicolon; and 6 (2) by adding at the end the following: 7 ‘‘(VI) sequential, standards-based 8 arts education taught by certified arts 9 educators (as defined by the State) 10 and community arts providers to meet 11 challenging academic standards; and’’. 12 SEC. 3. SCHOOL-WIDE ACCESS TO MUSIC EDUCATION. 13 Section 1114(b)(7)(A)(iii) of the Elementary and 14 Secondary Education Act of 1965 (20 U.S.C. 15 6314(b)(7)(A)(iii)), as amended by section (2), is further 16 amended by inserting after subclause (VI) the following: 17 ‘‘(VII) sequential, standards- 18 based music education that is aligned 19 to challenging State academic stand- 20 ards and is taught by certified music 21 educators (as defined by the State); 22 and’’. 23 VerDate Sep 11 2014 02:55 Apr 03, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S885.IS S885 kjohnson on DSK79L0C42 with BILLS 3 •S 885 IS SEC. 4. TARGETED ASSISTANCE SCHOOLS FOR ARTS EDU- 1 CATION. 2 Section 1115(b)(2)(A) of the Elementary and Sec- 3 ondary Education Act of 1965 (20 U.S.C. 6315(b)(2)(A)) 4 is amended by striking ‘‘well-rounded education;’’ and in- 5 serting the following: ‘‘well-rounded education, such as— 6 ‘‘(i) programmatic assistance for stu- 7 dents to participate in arts programs that 8 address their academic needs (including 9 support for certified arts educators (as de- 10 fined by the State), arts educator profes- 11 sional development, supplies, and other ex- 12 penses associated with instruction in the 13 arts); and’’. 14 SEC. 5.
