To provide acquisition requirements for Coast Guard Polar
Security Cutters, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Polar Security Cutter
4
Acquisition Act of 2019’’.
5
SEC. 2. POLAR SECURITY CUTTER ACQUISITION REQUIRE-
6
MENTS.

(a) COAST GUARD AND MARITIME TRANSPORTATION
8
ACT OF 2012.—Section 222 of the Coast Guard and Mari-

time Transportation Act of 2012 (Public Law 112–213)

is amended by—
2
(1) redesignating subsection (c) as subsection
3
(d); and
4
(2) inserting after subsection (b) the following:
5
‘‘(c) ACQUISITION REQUIREMENTS.—
6
‘‘(1) IN GENERAL.—Subject to the availability
7
of appropriations, in acquiring any polar icebreaker,
8
except for an icebreaker authorized under the Na-
9
tional Defense Authorization Act for Fiscal Year
10
2018 (Public Law 115–91), the Commandant of the
11
Coast Guard shall—
12
‘‘(A) limit military specifications for such
13
vessel to armament, aviation capabilities, com-
14
munications equipment, and navigation equip-
15
ment, as described in the letter report, unless
16
funding is provided from other than appropria-
17
tions for the Department of Homeland Secu-
18
rity;
19
‘‘(B) ensure specifications and key draw-
20
ings are complete before awarding the contract
21
for construction;
22
‘‘(C) ensure detail design of the vessel is
23
complete before the start of construction;

‘‘(D) to the extent practicable, use the
1
block-buy contract authority provided under
2
section 1137 of title 14, United States Code;
3
and
4
‘‘(E) ensure all icebreaker hulls are science
5
ready and icebreaker hull number four is
6
science capable, as described in the letter re-
7
port.
8
‘‘(2) DEFINITION.—In this subsection, the term
9
‘letter report’ means the National Academies of
10
Sciences, Engineering, and Medicine’s Committee on
11
Polar Icebreaker Cost Assessment letter report enti-
12
tled ‘Acquisition and Operation of Polar Icebreakers:
13
Fulfilling the Nation’s Needs’ and dated July 11,
14
2017.’’.

(b) TECHNICAL CORRECTION.—
16
(1) CORRECTION.—Section 207(a)(6) of the
17
Coast Guard Authorization Act of 2015 (Public Law
18
114–120) is amended by striking ‘‘in subsection (d)
19
(’’ and inserting ‘‘in subsection (e) (’’.
20
(2) EFFECTIVE DATE.—The amendment made
21
by paragraph (1) shall be effective upon the enact-
22
ment of such Act.
