A BILL
To authorize appropriations for certain cooperative projects
among the United States, Israel, and developing coun-
tries, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘United States-Israel
4
International Development Cooperation Act of 2019’’.
5
SEC. 2. STATEMENT OF POLICY AND MEMORANDUM OF UN-
6
DERSTANDING.
7
(a) STATEMENT OF POLICY.—It should be the policy
8
of the United States Agency for International Develop-
9
ment to seek to partner with Israel in order to advance
10

common goals across a wide variety of sectors, including
1
for projects relating to—
2
(1) energy, agriculture, and food security;
3
(2) democracy, human rights, and governance;
4
(3) economic growth and trade; and
5
(4) education, environment, global health,
6
water, and sanitation.

(b) MEMORANDUM OF UNDERSTANDING.—The Ad-
8
ministrator of the United States Agency for International
9
Development is authorized to enter into a memorandum
10
of understanding with the appropriate officials of the Gov-
11
ernment of Israel in order to enhance coordination be-
12
tween the two countries on advancing the common goals
13
described in subsection (a)(1) through (a)(4) with a focus
14
on strengthening mutual ties and cooperation with other
15
countries throughout the world.

SEC. 3. COOPERATIVE PROJECTS AMONG THE UNITED
17
STATES, ISRAEL, AND DEVELOPING COUN-
18
TRIES.

Section 106(f) of the Foreign Assistance Act of 1961
20
(22 U.S.C. 2151d) is amended to read as follows:

‘‘(f) There is authorized to be appropriated
22
$2,000,000 for each of fiscal years 2020 through 2024
23
to finance cooperative projects among the United States,
24
Israel, and developing countries that identify and support

local solutions to address sustainability challenges relating
1
to water resources, agriculture, and energy storage, in-
2
cluding for the following activities:

‘‘(1) Establishing public-private partnerships.
4
‘‘(2) Supporting the identification, research, de-
5
velopment testing, and scaling of innovations that
6
focus on populations that are vulnerable to environ-
7
mental and resource-scarcity crises, such as subsist-
8
ence farming communities.
9
‘‘(3) Seed or transition-to-scale funding, pub-
10
licity and marketing promotional support, or men-
11
torship and partnership brokering support.
12
‘‘(4) Acceleration of demonstrations or applica-
13
tions of local solutions to sustainability challenges,
14
or the further refinement, testing, or implementation
15
of innovations that have previously effectively ad-
16
dressed sustainability challenges.’’.
