A BILL
To require any amounts remaining in Members’ Representa-
tional Allowances at the end of a fiscal year to be depos-
ited in the Treasury and used for deficit reduction or
to reduce the Federal debt.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Giveback Deficit Re-
4
duction Act’’.

SEC. 2. REQUIRING AMOUNTS REMAINING IN MEMBERS’

REPRESENTATIONAL ALLOWANCES TO BE

USED FOR DEFICIT REDUCTION OR TO RE-
3
DUCE THE FEDERAL DEBT.

(a) IN GENERAL.—Notwithstanding any other provi-
5
sion of law, any amounts appropriated for Members’ Rep-
6
resentational Allowances for the House of Representatives
7
for a fiscal year which remain after all payments are made
8
under such Allowances for the year shall be deposited in
9
the Treasury and used for deficit reduction, except that
10
in the case of a fiscal year for which there is no Federal
11
budget deficit, such amounts shall be used to reduce the
12
Federal debt (in such manner as the Secretary of the
13
Treasury considers appropriate).

(b) EFFECTIVE DATE.—This section shall apply with
15
respect to fiscal year 2019 and each succeeding fiscal year.

SEC. 3. REGULATIONS.

The Committee on House Administration of the
18
House of Representatives shall have authority to prescribe
19
regulations to carry out this Act.

SEC. 4. DEFINITION.
21
As used in this Act, the term ‘‘Member of the House
22
of Representatives’’ means a Representative in, or a Dele-
23
gate or Resident Commissioner to, the Congress.
