BUCHAR, and Mr. TILLIS) introduced the following bill; which was read
twice and referred to the Committee on Finance
A BILL
To increase the number of States that may conduct Medicaid
demonstration programs to improve access to community
mental health services.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Excellence in Mental
4
Health and Addiction Treatment Expansion Act’’.
5
SEC. 2. COMMUNITY MENTAL HEALTH SERVICES DEM-
6
ONSTRATION PROGRAM.
7
Section 223(d) of the Protecting Access to Medicare
8
Act of 2014 (42 U.S.C. 1396a note) is amended—

(1) in paragraph (3)—
1
(A) by striking ‘‘Not more than’’ and in-

serting ‘‘Subject to paragraph (8), not more
3
than’’; and
4
(B) by striking ‘‘2-year’’ and inserting ‘‘4-
5
year’’; and

(2) by adding at the end the following new
7
paragraph:

‘‘(8) ADDITIONAL PROGRAMS.—In addition to
9
the 8 States selected under paragraph (1), the Sec-
10
retary shall, not later than 1 year after the date of
11
enactment of the Excellence in Mental Health and
12
Addiction Treatment Expansion Act, select 11
13
States (which shall not include any States selected
14
under paragraph (1)) to participate in 2-year dem-
15
onstration programs that meet the requirements of
16
this subsection and represent a diverse selection of
17
geographic areas, including rural and underserved
18
areas.’’.
