Mr. YOUNG) introduced the following bill; which was referred to the Com-
mittee on the Judiciary
A BILL
To amend title 11 of the United States Code to include
firearms in the types of property allowable under the
alternative provision for exempting property from the
estate.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Protecting Gun Own-
4
ers in Bankruptcy Act of 2019’’.
5
SEC. 2. EXEMPTIONS.
6
Section 522 of title 11, United States Code, is
7
amended—

(1) in subsection (d) by adding at the end the

following:

‘‘(13) The debtor’s aggregate interest, not to
3
exceed $3,000 in value, in a single firearm or fire-
4
arms.’’; and
5
(2) in subsection (f)(4)(A)—
6
(A) in clause (xiv) by striking ‘‘and’’ at the
7
end;
8
(B) in clause (xv) by striking the period at
9
the end and inserting ‘‘; and’’; and
10
(C) by adding at the end the following:

‘‘(xvi) The debtor’s aggregate interest, not to
12
exceed $3,000 in value, in a single firearm or fire-
13
arms.’’.

SEC. 3. EFFECTIVE DATE; APPLICATION OF AMENDMENTS.

(a) EFFECTIVE DATE.—Except as provided in sub-
16
section (b), this Act and the amendments made by this
17
Act shall take effect on the date of the enactment of this
18
Act.

(b) APPLICATION OF AMENDMENTS.—The amend-
20
ments made by this Act shall apply only with respect to
21
cases commenced under title 11 of the United States Code
22
on or after the date of the enactment of this Act.
