and for other purposes.

following bill; which was referred to the Committee on Agriculture
A BILL
To amend the Food and Nutrition Act of 2008 to make
institutions of higher education eligible for assistance
for community food projects, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Campus Hunger Re-
4
duction Act of 2019’’.
5
SEC. 2. FINDINGS.
6
Congress finds the following:
7
(1) In a December 2018 report which reviewed
8
data from 31 studies on food insecurity among col-
9

lege students, the Government Accountability Office
1
found that 22 of the 31 surveys estimated food inse-
2
curity rates of over 30 percent.
3
(2) Hunger threatens a student’s health, cog-
4
nitive ability, and economic security.
5
(3) Institutions of higher education should
6
strive to collect edible, surplus food from campus-op-
7
erated dining facilities that would be thrown away
8
and distribute such food to students experiencing
9
hunger.
10
(4) Institutions of higher education should part-
11
ner with local organizations such as regional food
12
banks to reduce hunger and support operation of
13
food pantries on campus.

SEC. 3. ASSISTANCE FOR COMMUNITY FOOD PROJECTS.

Section 25 of the Food and Nutrition Act of 2008
16
(7 U.S.C. 2034) is amended—
17
(1) in subsection (a), by adding at the end the
18
following new paragraph:
19
‘‘(4) INSTITUTION OF HIGHER EDUCATION.—
20
The term ‘institution of higher education’ has the
21
meaning given the term in section 101 of the Higher
22
Education Act of 1965 (20 U.S.C. 1001).’’; and
