Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PERMANENT RESIDENT STATUS FOR EMILIO

GUTIE´ RREZ
SOTO
AND
OSCAR
EMILIO

GUTIE´ RREZ SOTO.

(a) IN GENERAL.—Notwithstanding subsections (a)
6
and (b) of section 201 of the Immigration and Nationality
7
Act, Emilio Gutie´rrez Soto and Oscar Emilio Gutie´rrez
8
Soto shall be eligible for issuance of an immigrant visa
9
or for adjustment of status to that of an alien lawfully
10
admitted for permanent residence upon filing an applica-

tion for issuance of an immigrant visa under section 204
1
of such Act or for adjustment of status to lawful perma-
2
nent resident.

(b) ADJUSTMENT OF STATUS.—If Emilio Gutie´rrez
4
Soto or Oscar Emilio Gutie´rrez Soto enters the United
5
States before the filing deadline specified in subsection (c),
6
he shall be considered to have entered and remained law-
7
fully and shall, if otherwise eligible, be eligible for adjust-
8
ment of status under section 245 of the Immigration and
9
Nationality Act as of the date of the enactment of this
10
Act.

(c) DEADLINE FOR APPLICATION AND PAYMENT OF
12
FEES.—Subsections (a) and (b) shall apply only if the ap-
13
plication for issuance of an immigrant visa or the applica-
14
tion for adjustment of status is filed with appropriate fees
15
within 2 years after the date of the enactment of this Act.

(d) REDUCTION OF IMMIGRANT VISA NUMBER.—
17
Upon the granting of an immigrant visa or permanent res-
18
idence to Emilio Gutie´rrez Soto and Oscar Emilio
19
Gutie´rrez Soto, the Secretary of State shall instruct the
20
proper officer to reduce by 2, during the current or next
21
following fiscal year, the total number of immigrant visas
22
that are made available to natives of the country of the
23
alien’s birth under section 203(a) of the Immigration and
24
Nationality Act or, if applicable, the total number of immi-

IMMIGRATION

TREATMENT
FOR CERTAIN RELATIVES.—The natural
4
parents, brothers, and sisters of Emilio Gutie´rrez Soto and
5
Oscar Emilio Gutie´rrez Soto shall not, by virtue of such
6
relationship, be accorded any right, privilege, or status
7
under the Immigration and Nationality Act.
