For the relief of Jose Alberto Martinez Moreno, Micaela
Lopez Martinez, and Adilene Martinez.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PERMANENT RESIDENT STATUS FOR JOSE

ALBERTO
MARTINEZ
MORENO,
MICAELA
4
LOPEZ MARTINEZ, AND ADILENE MARTINEZ.
5
(a) IN GENERAL.—Notwithstanding subsections (a)
6
and (b) of section 201 of the Immigration and Nationality
7
Act (8 U.S.C. 1151), Jose Alberto Martinez Moreno,
8
Micaela Lopez Martinez, and Adilene Martinez shall each
9
be eligible for issuance of an immigrant visa or for adjust-

ment of status to that of an alien lawfully admitted for
1
permanent residence upon filing an application for
2
issuance of an immigrant visa under section 204 of such
3
Act (8 U.S.C. 1154) or for adjustment of status to lawful
4
permanent resident.

(b) ADJUSTMENT OF STATUS.—If Jose Alberto Mar-
6
tinez Moreno, Micaela Lopez Martinez, or Adilene Mar-
7
tinez enters the United States before the filing deadline
8
specified in subsection (c), Jose Alberto Martinez Moreno,
9
Micaela Lopez Martinez, or Adilene Martinez shall be con-
10
sidered to have entered and remained lawfully in the
11
United States and shall be eligible for adjustment of sta-
12
tus under section 245 of the Immigration and Nationality
13
Act (8 U.S.C. 1255) as of the date of the enactment of
14
this Act.

(c) APPLICATION AND PAYMENT OF FEES.—Sub-
16
sections (a) and (b) shall apply only if the applications
17
for issuance of immigrant visas or the applications for ad-
18
justment of status are filed with appropriate fees not later
19
than two years after the date of the enactment of this Act.

(d) REDUCTION OF IMMIGRANT VISA NUMBERS.—
21
Upon the granting of immigrant visas or permanent resi-
22
dent status to Jose Alberto Martinez Moreno, Micaela
23
Lopez Martinez, and Adilene Martinez, the Secretary of

State shall instruct the proper officer to reduce by three,
1
during the current or next following fiscal year—
2
(1) the total number of immigrant visas that
3
are made available to natives of the country of birth
4
of Jose Alberto Martinez Moreno, Micaela Lopez
5
Martinez, and Adilene Martinez under section
6
203(a) of the Immigration and Nationality Act (8
7
U.S.C. 1153(a)); or
8
(2) if applicable, the total number of immigrant
9
visas that are made available to natives of the coun-
10
try of birth of Jose Alberto Martinez Moreno,
11
Micaela Lopez Martinez, and Adilene Martinez
12
under section 202(e) of such Act (8 U.S.C.
13
1152(e)).

(e) PAYGO.—The budgetary effects of this Act, for
15
the purpose of complying with the Statutory Pay-As-You-
16
Go Act of 2010, shall be determined by reference to the
17
latest statement titled ‘‘Budgetary Effects of PAYGO
18
Legislation’’ for this Act, submitted for printing in the
19
Congressional Record by the Chairman of the Senate
20
Budget Committee, provided that such statement has been
21
submitted prior to the vote on passage.
