STUDY OF WELL-BEING OF UNITED STATES AUTO- 1 MOTIVE INDUSTRY; STAY OF ACTION ON CER- 2 TAIN INVESTIGATION. 3 (a) STUDY REQUIRED.—The United States Inter- 4 national Trade Commission (in this section referred to as 5 the ‘‘Commission’’) shall conduct a study of the economic 6 well-being, health, and vitality of the United States auto- 7 motive industry, which shall include an assessment of the 8 following: 9 (1) The number of automotive jobs in the 10 United States, regardless of whether the parent enti- 11 ty of the United States automotive producer is 12 headquartered in the United States or another coun- 13 try. 14 (2) Any growth or decline in number of auto- 15 mobile manufacturing facilities and automotive parts 16 suppliers in the United States since 1980. 17 (3) The effect an automotive plant has on the 18 unemployment rate, per capita income, and edu- 19 cation level in the community in which the plant is 20 located. 21 (4) The effect an automotive plant has on the 22 region in which the plant is located in helping the 23 region attract and expand nonautomotive jobs and 24 the effect on that region of the wages from those 25 jobs. 26 VerDate Sep 11 2014 23:01 Mar 22, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1710.IH H1710 pbinns on DSK79D2C42PROD with BILLS 3 •HR 1710 IH (5) The number of automobiles assembled in 1 the United States that are exported each year and 2 to which countries. 3 (6) The percentage of component parts of auto- 4 mobiles assembled in the United States that are im- 5 ported. 6 (7) The number of component parts for auto- 7 mobiles that are not produced in the United States 8 and would thus not be available to United States 9 automotive producers if prohibitively high duties 10 were imposed on imports of those parts. 11 (8) The effect an increase in automotive manu- 12 facturing costs would have on jobs in the United 13 States. 14 (b) REPORT.—Not earlier than 180 days after the 15 date of the enactment of this Act, and not later than one 16 year after such date of enactment, the Commission shall 17 submit to the President and Congress a report on— 18 (1) the findings of the study required by sub- 19 section (a); and 20 (2) any recommendations relating to the auto- 21 motive industry that the Commission considers ap- 22 propriate based on the study. 23 (c) STAY OF ACTION RELATING TO INVESTIGATION 24 INTO NATIONAL SECURITY EFFECTS OF AUTOMOTIVE IM- 25 VerDate Sep 11 2014 23:01 Mar 22, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1710.IH H1710 pbinns on DSK79D2C42PROD with BILLS 4 •HR 1710 IH PORTS.—For purposes of the requirements of subsection 1 (c) of section 232 of the Trade Expansion Act of 1962 2 (19 U.S.C. 1862), any report on the findings of the Sec- 3 retary of Commerce from the investigation of the Depart- 4 ment of Commerce under such section into the effects on 5 national security of imports of automobiles and automotive 6 parts initiated on May 23, 2018, shall not be deemed to 7 be submitted until the date on which— 8 (1) the Commission submits to the President 9 and Congress the report required by subsection (b) 10 of this section; and 11 (2) the President, after reviewing the report 12 and considering the findings and recommendations 13 of the Commission included in the report, deter- 14 mines not to reopen the investigation of the Depart- 15 ment of Commerce. 16 (d) UNITED STATES AUTOMOTIVE PRODUCER DE- 17 FINED.—In this section, the term ‘‘United States auto- 18 motive producer’’ means an entity that manufactures or 19 assembles automobiles or component parts for automobiles 20 in the United States. 21 Æ VerDate Sep 11 2014 23:01 Mar 22, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H1710.IH H1710 pbinns on DSK79D2C42PROD with BILLS
