A BILL
To require the disclosure of certain visitor access records.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Making Access Records
4
Available to Lead American Government Openness Act’’
5
or the ‘‘MAR-A-LAGO Act’’.

SEC. 2. IMPROVING ACCESS TO INFLUENTIAL VISITOR AC-

CESS RECORDS.

(a) DEFINITIONS.—In this section:
3
(1) COVERED LOCATION.—The term ‘‘covered
4
location’’ means—
5
(A) the White House;
6
(B) the residence of the Vice President;
7
and
8
(C) any other location at which the Presi-
9
dent or the Vice President regularly conducts
10
official business.

(2) COVERED
RECORDS.—The term ‘‘covered
12
records’’ means information relating to a visit at a
13
covered location, which shall include—
14
(A) the name of each visitor at the covered
15
location;
16
(B) the name of each individual with whom
17
each visitor described in subparagraph (A) met
18
at the covered location; and
19
(C) the purpose of the visit.

(b) REQUIREMENT.—Except as provided in sub-
21
section (c), not later than 30 days after the date of enact-
22
ment of this Act, the President shall establish and update,
23
every 90 days, a publicly available database that contains
24
covered records for the preceding 30-day period.

(c) EXCEPTIONS.—

(1) IN GENERAL.—The President shall not in-
1
clude in the database established under subsection
2
(b) any covered record—
3
(A) the posting of which would implicate
4
personal privacy or law enforcement concerns or
5
threaten national security; or
6
(B) relating to a purely personal guest at
7
a covered location.
8
(2) SENSITIVE MEETINGS.—With respect to a
9
particularly sensitive meeting at a covered location,
10
the President shall—
11
(A) include the number of visitors at the
12
covered location in the database established
13
under subsection (b); and
14
(B) post the applicable covered records in
15
the database established under subsection (b)
16
when the President determines that release of
17
the covered records is no longer sensitive.
